SUBJECT: Resolution Establishing Salaries for Certain Budgeted
Position Classifications
Introduction
This report requests adoption of the attached Resolution
establishing salaries for certain position classifications in
conjunction with adoption of the FY 83-84 budget,
Background
A component of the annual budget preparation process is review
of certain permanent positions as identified by Department
Heads, for potential adjustment to either salary or
classification. This is quite an extensive process and includes
thorough analysis by the Personnel Department, City Manager, and
budget staff.
The following provides an indication of the criteria used to
evaluate the proposals.
Salary Increases
1. Any difficulty in recruiting over the last two
years.

2. Abnormal turnover during the last two years.
3. Equal pay for the same work considerations within
the City organization.
4. Likelihood that key staff would depart absent an
adjustment in compensation.
a. Labor market for services.
b. Incumbent's predisposition to leave.
Reclassification
1. Clear evidence of working out of class.
2. Exposure to charges of discrimination.
New Positions
1. Lowest classification at which duties could be
accomplished, rather than optimal level.
The results of this process were incorporated in the proposed
budget calculations. The personnel changes included in the
budget are:

27.5 deleted positions
35 reclassifications/salary upgrades
The attached Resolution must be adopted by Council to implement
the salaries. The classification specifications for newly
created positions will be considered by the Personnel Board on
July 11 and by Council on July 12.
