SUBJECT: Approval of Classification Specification s, Adoption
of Salary Resolution and Authorization of Position
Introduction
This report requests approval of new classification
specifications for Assistant Director of Finance, Library
Building Technician, and Parking Meter Collector, and approval
of revised classification specifications for Equipment Operator
I, Equipment Operator II, Heavy Equipment Operator and Senior
Parking Meter Collector. A salary resolution establishing new
salary rates for Assistant Director of Finance, Library Building
Technician and Parking Meter Collector and revised salary rates
for Senior Parking Meter Collector and Water Production and
Treatment Plant Operator is also prepared for adoption.
Authorization to replace the budgeted position of Accounting
Manager in the Finance Department with Assistant Director_ of
Finance is also requested.
Background - Assistant Director of Finance
This is a new position, recommended to replace the budgeted
position of Accounting Manager, which became vacant on February
18, 1983. The new position incorporates the duties of that
position and, in addition, vests the position with major new
responsibilities, chiefly the development and supervision of a
City-wide internal audits program. The position will be

financed for the balance of this fiscal year through salary
savings generated by the resignation of the Accounting Manager.
A survey of Southern California cities and comparison with
internal salaries were used to establish a salary recommendation
at an E-step rate of $3,758/month ($4,021/month with PERS.
This salary level is essential to compete successfully in the
public finance market. The request originated with the former
Director of Finance who felt that Accounting Manager did not
provide for the wide range of duties necessary to achieve the
department°s goals. The Acting Director of Finance concurs in
the request.
Background - Equipment Operator I, Equipment Operator II and
Heavy Equipment Operator
The classification specifications for the three classifications
in this series have been revised to more clearly distinguish the
types of equipment and tasks appropriately assigned to positions
at each level. The title for Heavy Equipment Operator is
recommended for change to Equipment Operator III, consistent
with the titles of the other classifications in the series. The
recommendation has no fiscal impact.
Background - Library Building Technician
This new classification is designed to cover the duties
performed by a long term incumbent assigned to the City Library,
currently classified as a Laborer II. The incumbent has
responsibilities for maintenance and operation of the Libr_ary's
heating, ventilation and air conditioning system, as well as for
basic building maintenance tasks. The level of required skills

is beyond that of the Laborer II classification, and there is no
other existing classification to ~ohich the position can be
appropriately allocated. A survey of Southern California cities
and comparison with internal salaries were used to establish a
salary recommendation at an E-step rate of $1,641/month ($1,756/
month with PERS. The original request to upgrade the position
was made as part of last year's budget development process and,
as the recommendation has only now been finalized, we are
requesting that it be approved outside of the current budget
development process. The Assistant City Librarian indicates
that the current year's budget contains sufficient salary
savings to fund the increase of $228 per month for the balance
of this fiscal year.
Background - Parking Meter Collector/Senior Parking Meter
Collector
The current year's budget for the Revenue Management Division
includes three authorized positions as Senior. Parking Meter.
Collector. There is only one incumbent in these three positions
which are an important revenue collection resource for the City.
The new classification specification for Parking Meter Collector
is intended to cover the two vacant positions, with the one
current incumbent acting as supervisor and retaining the title
of Senior Parking Meter Collector. Revisions have been made to
the classification specification for Senior_ Parking Meter
Collector reflecting these new supervisory duties. A survey of
Southern California cities and comparison with internal salaries
were used to establish the salary recommendati9ns for the new
classification of Parking Meter Collector at an E-step rate of

$1,490/month ($1,594/month with PERS) and the revised
classification of Senior Parking Meter Collector. at an E-step of
$1,726/month (1,847/month with PERS). The additional $236 per
month for the Senior Parking Meter Collector position will be
funded entirely from salary savings generated in this year's
budget by the two unfilled budgeted positions.
round - Water Production and Treatment Plant Operator
Our recent history of recruitment and retention in this
classification has indicated a need to review the
competitiveness of the salary rate for these positions. A
survey of Southern California cities indicates that not only is
our current salary rate below the mean paid by other cities, but
also it is the lowest rate in the area. On the basis of that
survey data a reallocation to an E-step salary rate of
$1,995/month ($2,135/ month with PERS) is recommended. As the
most recent hire in this position failed to successfully
complete the probationary period, there is an immediate need to
recruit. Given this immediate need, and the fact that the
division's current budget contains sufficient salary savings to
fund the salary increase, we are recommending that the request
be approved now, rather than through the budget development
process for next year.
Recommendation
It is recommended that Council move to approve the
classification specifications for Assistant Director of Finance,
Equipment Operator I, Equipment Operator II, Equipment Operator
III, Library Building Technician, Parking Meter Collector and

Senior Parking Meter Collector, adopt the attached Resolution
establishing new or revised salaries for Assistant Director of
Finance, Library Building Technician, Parking Meter Collector,
Senior Parking Meter Collector, and 64ater Production and
Treatment Plant Operator, and authorize replacement of the
Accounting Manager position with Assistant Director of Finance,
