RE: Request to Transfer Sr. Administrative Analyst Position from
Finance Department to Management Services
INTRODUCTION
This report requests authorization to transfer a Sr. Administrative
Analyst position from the Finance Department to Management Services to
assist with Budget preparation and other analytical tasks.
BACKGROUND
Prior to 1982-83, responsibility for preparation and administration of
the City's budget resided_in large part in the Finance Department. To
aid in that effort an administrative position was established in the
department. In addition, in the 1983-84 budget an internal audit unit
was created in the Finance Department in response to the City's auditor's
suggestions for increased management controls and procedures. Two ad-
ministrative positions were assigned to that unit,
The Management Services Division of the City Manager's Office has
responsibilities closely aligned to these two functions and in fact has
worked closely with Finance since its inception in establishing budget
and other organizational analysis priorities.
Since December 1982, one of the three Finance administrative po-
sitions has been functionally assigned to Management Services to assist
in these work efforts. The magnitude of the budget preparation and
administration task which exceeds six months of time during the year
particularly necessitates this additional staff resource.

It has been somewhat difficult to direct staff in comparable po-
sitions but in different bargaining units in light of the extensive
overtime requirements of the budget preparation process. Having the
three Sr. Administrative Analysts working under the same negotiated
terms and conditions of employment is important from both a morale
and management perspective.
BUDGET/FISCAL IMPACT
Funds for the Sr. Administrative Analyst position are budgeted
in the Finance Department. No additional funds would be required by
this transfer.
RECOMMENDATION
It is respectfully recommended that the position of Sr. Adminis-
trative Analyst be transfered from the Finance Department to Management
Services Division effective immediately.
