SUBJECT: Establishment of an Undergrounding Utility District.
Bounded by Ocean Avenue - The Ocean - The Northwesterly
City Limits - and Seaside Terrace. Project No. 1977-1
Introduction
This report is requesting the City Council to adopt a resolution
for the establishment of an undergrounding utility district
bounded by Ocean Avenue - the ocean - the northwesterly city
limits - and Seaside Terrace, and also setting a date for a
public hearing.
Background
The considerable number of utility poles in-this area, and
' especially on the Coast Highway, presents an unsightly appearance
and a potential traffic hazard, Because of tris condition, it
is desirable to remove the poles.
A11 costs of installing new underground facilities within the
street rights-of-way, and all costs of removing overhead facili-
ties within said rights-of-way will be borne by the Southern
California Edison Company, General Telephone Company and Theta
Cable of California. All costs outside of street rights-of-way
are to be borne by the property owners being served.
Preliminary planning by the utility companies has determined
tf:eir costs for undergrounding the subject project to be:
General Telephone Company .............. $ 288,000
Southern California Edison Company ..... 92,000
Theta Cable TV Service ..,.. ..•........ 40,000

Staff held a meeting with the utility companies (Theta Cable
did not send a representative) on May 20, 1977, and notified
them in writing on May 24 to submit their costs and a list of
property owners involved.
Attached is a copy of General Telephone Company's reply, dated
June 3, 1977, and Edison Company's reply, dated June 21, 1977.
No reply has been received from Theta Cable.
The costs for the property owners are estimated to range from
$000.00 to $1500.00. The majority of the property owners in this
district are already served by underground utilities.
It is estimated this project will require 24 months to complete.
Recommendation
It is recommended that the City Council adopt the attached
Resolution setting a public hearing for August 9, 1977, to
establish the subject undergrounding utility district.

Dear Stan:
As requested, attached is the list of addresses that-will
require electrical service conversions within the proposed
district.
The project cost is estimated at $92,400, chargeable to
the City's Rule 20-A ~CPUC Case 8209) Fund.
Due to restrictions placed on constuction on Pacific Coast
highway during the summer months by the State, tae are re-
questing 24 months to complete the project. The: resolution
should also state that the customer conversions are to be
completed by February 1, 1979.
