sr-092678-6e1r7 SEP 2 6 197$ Santa Monica, California, September 18, 1978 T0: Mayor and City Council FROM: City Staff SUBJECT: Establishment of an Undergrounding Utility District on Colorado Avenue from Lincoln Blvd, to Yale Street Introduction This report is requesting the City Council to adopt a resolution to set a public hearing for the establishment of an undergrounding utility district on Colorado Avenue between Lincoln Blvd. and Yale Street. Background The considerable number of utility poles and overhead facilities on this section of Colorado Avenue present an unsightly appearance and a potential hazard to traffic. Because of this condition it is desirable to remove the poles and aerial facilities. A71 costs of installing new underground facilities within the street rights-of-way, and all costs of removing overhead facilities within said rights-of-way will be borne by the Southern California Edison Company, General Telephone Company, and Theta Cable of California, in accordance with PUC Regulations, Section 8209. The costs of connections on private property for those properties which are currently served by overhead utilities are to be borne by the property owners being served, as per previous City policy. The cost to the City will be approximately $12,000 (1978 costs) for undergrounding services to traffic signals and street lights at eleven locations. iD SEP261978 To: Mayor and City Council -2- September 18, 1978 Funds for the City portion are available in budgeted Gas Tax Funds. Preliminary estimates of cost have determined the costs to the utility companies for undergrounding the subject project to be approximately as follows: General Telephone Company $ 500,000 Southern California Edison Company $1,200,000 Theta Cable TV Service 50,000 Total Project Cost 1,750,000 The costs of connection for property owners are estimated to range from $600.00 to $1,500.00, depending on the distance from the service point to the street, and the contractor chosen by the property owner. All but one of the affected properties in this district are commercial properties, with the one exception being a-residential triplex. A meeting of representatives of each of the utility companies (with the exception of Theta CATV who where notified but did not attend) was held to discuss this project and all of the companies are in agreement on the need of this project and are planning to proceed pending Council action. This project will be a long-term one and will be completed in three stages, each costing approximately $600,000, and will be finished in approximately five years if planning and engineering is begun in 1978 after approval by City Council. The first stage will be between Lincoln Blvd. and 14th Street. Recommendation It is recommended that. the City Council adopt the attached Resolution setting a public hearing for October 24, 1978, to establish an undergrounding utility district on Colorado Avenue between Lincoln Blvd. and Yale Street. McAteer List of Affected Property Owners RESOLUTION N0. 5098 (COS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA DESIGNATING A CERTAIN AREA AN UNDERGROUND UTILITY DISTRICT, AND DECLARING ITS INTENTION TO REMOVE POLES, OVERHEAD WIRES, AND ASSOCIATED OVERHEAD STRUCTURES THEREFROM, AND DECLARING ITS INTENTION TO UNDERGROUND WIRES AND FACILI- TIES FOR SUPPLYING ELECTRIC, COMMUNICATION, AND SIMILAR OR ASSOCIATED SERVICE. WHEREAS., the City Council on June 25, 1968, did adopt Ordinance No. ?73 (City Council Series), adding Chapter 9 to Article VII of the Santa Monica Municipal Code, which chapter is titled as follows: "CHAPTER 5 - REGULATIONS AND PROCEDURES RE OVERHEAD AND UNDERGROUND UTILITY FACILITIES," and WHEREAS, the City Council desires to designate Colcrado Avenue from Lincoln Boulevard to Yale Street an Underground Utility District; and WHEREAS, the City Council of the City of Santa Monica hereby finds that such undergrounding is in the general public interest for the following reasons: 1. Such Undergroundir_g will eliminate an unusually heavy concentration of overhead distribution facilities; 2. Said street is extensively used by the general public and carries a heavy volume of vehicular traffic; and 3. Said street passes through ar, area which would benefit from the aesthetic improvement resulting from such undergrounding; and -1- WHEREAS, the Southern California Edison Company and the General Telephone Company desire to accomplish the undergroundir_g of this line by December 1, 1983. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That said City Council proposes to initiate proceedings for the establishment of an Underground Utility District embracing Colorado Avenue from Lincoln Boulevard to Yale Street, together with property abutting said Colorado Avenue within said limits. SECTION 2. That notice hereby is given that on Tuesday, the 24th day of October, 1978, at 730 P.M.'in the Council Chambers located in the City Hall, 1685 Main Street, Santa Monica, California, there shall be a public hearing before said City Council for the purpose of determining whether the public necessity, health, safety or welfare requires the above described improvement.
