As you know, under recently enacted regulations of the Pub-
lic Utility Commission, privately-owned utilities are required to set
aside funds annually to assist cities in converting existing overhead
utility facilities to underground,. To implement this program, the
City Council has adopted Ordinance No. 773 (City Council Series)
setting forth the procedures and regulations to be followed in
initiating and carrying out such a conversion program.
Section 7901 of said ordinance reads in part as follows:
11Prior to holding a (sic) public hearing; the City Engineer shall
consult with all affected utilities and shall prepare a report for
submission at such hearing containing the extent of such utilities
participation and estimates of the total costs to the City and affected
property owners. Such report shall also contain an estimate of the
time required to complete such underground installation and removal oi'
overhead facilities".
Iri compliance with this requirement, meetings were held with
representatives of the Southern California Edison Company, and we have
had correspondence and conversations with representatives of the
General Telephone Company,. As a result; the following information is
furnished and recommendations made.
It was pointed out that the Edison Company is the controlling
utility in this program; i.e,, when Edison is ordered underground in
a street or district, Telephone automatically must underground its
facilities in said street or district at the same time.
The 1968 allocation of Edison Company funds to Santa Monica
is $116,300. This allocation is in addition to the amounts normally
budgeted by Edison for undergrounding purposes. The Telephone Company,
as stated above, is obligated to expend whatever it may cost to put
their facilities underground concurrently with the Edison Company
undergrounding.
Four types of Edison lines are involved in a total under-
grounding program:
1. Transmission lines (high voltage)
2. Combined transmission and distribution lines'
3+ Distribution lines (moderate voltage)
4 Street lighting only

Because of the extreme high cost and technical difficulties
involved in putting transmission lines underground, the undergrounding
of this class of line should not be considered at this time.
The only overhead lines considered in this study are those
lines located in City streets. Lines located in alleys or in ease-
ments were not considered.
Until such time as we have ornamental street lighting, with
underground circuits throughout the City it will be necessary for
the majority of the 'street lighting only" poles and circuits to remain.
It should be noted, however, that the Edison Company currently is
engaged in a program of eliminating some of these existing overhead
lines; funds to finance this work are in addition to the funds allocated
under the Public Utility Commission ruling.
The attached tabulation lists several streets where under-
grounding of overhead Edison Company distribution lines and Telephone
Company lines could be accomplished with one or two year's allocation
of funds. The priorities are as recommended by this office; cost
estimates were prepared by the utilities and are approximate only; the
cost to the property otimer for service relocation has not been estimated
but could vary between $50 and $500.
An estimate of the time required to accomplish each of these
projects is not available at this time.
The above program provides, in my opinion, an equitable
spread of the monies that will be available in the next several years
over all sections of the City. It is recommended that this list be
established as the approved priority list for the initial phase of the
utility undergrounding program.
If' this recommendation is approved, this office will obtain
the necessary cost estimates for the service relocations required for
the Stewart Street undergrounding project and will prepare the report
required by Section 7801 of Ordinance 773 (City. Council Series).
