As you knotar, the City Council, at its meeting
of February 11, 190'9, approved the "Proposed Priority
List - Utility Undergrounding, Revision 2" as the first
step in implementing our Utility Undergrounding Ordinance
(Ordinance 773, C.C,S. - Section 7900 et seq, SP~II-iC).
Priority 1 on said list - T+Iontana Avenue, Ocean
Avenue to Lincoln Boulevard - currently is under construc-
tion. Utility company funds required to be allocated for
t'I?is purpose are-available to finance Priority 2 - 17t:n
Street, Pearl to Ocean Park Boulevard;. and Priority 3 -
Stetvart Street, Exposition Boulevard to Pico Boulevard.
Plans for the ,•ridening of Stewart Street from
Exposition Boulevard to Pico Boulevard currently are
nearing completion and acquisition of right of way is in
progress. Since considerable economies can be realized
if the utility ~Lndergrounding is accomplished concurrently
with the street widening, it is the recommendation of this
office, concurred in by the Edison Company, that proceed-
ings should be initiated at this tune leading to the
establisYvment of an Underground Utility District embracing
Stewart Street, from Exposition Boulevard to Pico Boule-
vard, and the property adjacent thereto.
1ne first step to be taken in initiating these
proceedings is the public hearing called for in Section
7901 of the Code. Said Section also -requires the City
Engineer to obtain certain information relative to costs,
tune required, etc., and to report thereon to the Council
prior to said public hearing.

There are existing modern street lights in the
block betvsTeen Pico Boulevard and Kansas Avenue. The remainder
of th.e length of the project has overhead Edison Company street
lights. Therefore, concurrently with the establishment of the
Unde-rg-round Utility District, the City Couneil should initiate
19ll Act Proceedings for the installation of modern street
:Lightir_g From Exposition Boulevard to nansas Avenue. Since
this ;s a residential area, the lighting vrould qualify for
50o City participation.
Transmitted herewith is a proposed resolution of
the City Council expressing its intention to establish the
subject underground utility district.
It is recorrsnended that the City Council take the
folloving actions:
i Approve the above resolution, and
2 Instruct the Street Superintendeizt to initiate
1911 Act Proceedings for the installation of
modern street lighting on Stevaart Street,
belt^reen Exposition Boulevard a.nd ?.ansas Avenue.

SUBJECT: Underground Conversion Program
Dear Mr. Kennedy:
We have reviewed the status of present and planned conversion
projects within the City of Santa Monica, as requested in your
letter of January 21, 1970.
Due to the timing of the prcposed widening of Stewart Street,
we feel that it would be desirable to proceed with that project
(currently Priority P1o. 3) at this time, Our review indicates
that the 593,000 figure is still a reasonable estimate for Edison°s
costs. There are five services involved in this section which cae
estimate krill cost the respective property owners $1,500 (total) to
convert, although, as you know, we do not perform this type of work.
We can complete this project, including removal of existing overhead
facilities, by the end of 1970 if the enabling ordinance is enacted
by June 1, 1970, assuming the necessary customer work to receive
underground service is completed promptly.

We have caapleted the estimates you requested in your letter of January 21,
1970.
The estimated cost for Priority No. 2 on the utility undergrounding of
17th Street, Pearl Street to Ocean Park Boulevard will be approximately
$15,000. A11 costs will be borne by General Telephone Company of California,
provided that all necessary easements are obtained and that a common trench
with the power compal~y is used. Construction time for placing of the under-
ground conduit will take about ene month. An additional two-month period
wi.l.l be required for converting the existing aerial facilities to the new
conduit system and removal of any aexial plant.
Priority No. 3 on the list - Stewart Street, Exposition Boulevard to Pico
Boulevard has been estimated at $35,000• A-one-month period will be
required for the construction of our conduit system. An additional three-
month period will be required for the conversion of the existing aerial
facilities to the new conduit system and removal of the old plant im*olved.
Again, the entire cost will be borne by the telephone company, provided
that all the necessary easements are secured before the beginning of cen-
str-action.
A minimum of 90 days will be required to engineer jobs and to order mate-
rials before starting either project.
