sr-120881-10aaD-q To: City Council ~~~ ~ ~~~a From: Crime Task Force Date: December 7, 1981 Re: Analysis of Finance Subcommittee's Preliminary Recommendations At the November 30, 1981 meeting of the Crime Task Force, the Finance Subcommittee presented its preliminary recommendations regarding methods of raising Proposition. "A" revenue, and obtained approval in. concept of those recommendations from the Task Force as a whole. while the Finance Subcommittee has been able to come up with specific suggestions concerning what sources of revenue ought to be pursued to fund protective services for the City of Santa Monica, it-has been unable accurately estimate how much Yevenue would likely be raised and made available for protective services if such sources were successfully tapped. Without realistic estimates of the revenue which would likely be made available for implementation of Proposition "A" as a result of the Finance Subcommittee's recommendations,. the other subcommittees of the Task Force {Community Programs Committee and Public Sector Programs Committee) cannot effectively prioritize their recommendations for presentation to the City Council. Additionally, the Finance Subcommittee cannot intelligently study other options, such as imposition of a protective services tax (via a Jarvis-Gann override ballot measure) without an accurate understanding of how much revenue existing sources might provide for protective services without such a tax. The Crime Task Force therefore requests the following assistance from the city council.. and city staff. First, it is requested that the City Manager be directed to assign duly-qualified staff to analyze the preliminary recommendations of the Finance Subcommittee (copy attached) and to provide to the Crime Task Force the following information: (1) the amount of revenue likely to be raised from the sources of revenue suggested for Proposition "A" implementation, and (2) the amount of revenue from such sources realistically likely to be available for protective services. It is requested that this information be provided to the Task Force at the soonest possible time, and. no later than January 7, 1981. -1- Second, it is requested that as soon as the preliminary recommendations of the Public Sector and Community Programs Subcommittees have been presented and approved in concept by the entire Task Force, city staff be assigned by the City Manager to provide the Crime Task Force with an estimate of the cost of implementing each of the recommended programs. It is also requested that this information be provided as soon as possible following approval of such committee recommendations by the entire Crime Task Force. If the City Council and City Manager can provide us with the above assistance, the Crime Task Force feels it will be able to provide the City Council with a much more comprehensive and, realistic proposal for implementation: of Proposition "A". -2-
