A special meeting of the Santa Monica City Council was called to order by Mayor Bloom at 5:42
p.m., on Tuesday, February 1, 2011, at City Council Chambers, 16&6 Main Street.

CONVENElPLEDGE On order of Mayor, the City Council convened at 6:42 p.m., with
Coimcilmembers Shriver and Holbrook absent. Assistant City
Attorney Joseph Lawrence led the assemblage in the Pledge of
Allegiance.
CLOSED SESSIONS There was no one present for public comment.
On order of the Mayor, the City Council recessed at 6:43 p.m., and
returned at 6:46 p.m., with Councilmembers Holbrook and Shriver
absent, to report the following.

1-B: Conference with Legal Counsel -Existing Latigarion: City
of Santa Monica v. Federal Aviation Administration, Court Case
No. 09-1233.
The City Attorney reported that this matter was heard and no reportable
action was taken.
1-C: Conference with Legal Counsel -Existing Litigation: Taxi
Driver's Association, et al., v. City of Santa Monica, et al., Los
Angeles Superior Court Case Number BC 451609.
The City Attorney reported that this matter was heard and no reportable
action was taken.
STUDY SESSION: ~}-A: Coordinated Planning, Management, Construction Phasing
and Communications for Approved and Proposed Projects in the
Civic Center and Downtown Area -recommendation to review and
comment on the potential approaches for the coordination of projects
approved and proposed for development in the Civic Center and
Downtown Areas during the next few years, was presented.
Members of the public Peggy Ylolloy, Ellen Brennan, Dana Wyatt,
David Shander, Chris Harding, Kathleen Rawson, Chris Volaski, Eric
Faber, Mark Weintraub, Valerie Griffm, Paula Mayeda, Tom Larmore,
John Warfel and Jerry Rubin commented on various aspects of the
presentation including, but not limited to: traffic, parking availability,
impact of development of proposed projects, and mitigation needed for
the impacts.
Considerable discussion ensued on the various components and
phasing of the projects and on the public comments received.
Motion by Councilmember O'Connor, seconded by Mayor Pro Tem
Davis, to approve staff recommendation. The motion was unanimously
approved by voice vote, with Councilmembers Holbrook and Shriver
absent.
COUNCIL ITEMS: 13-A: Request of Mayor Bloom that the City Council allocate
STUDENTS RUN L.A. 56,500 in Council discretionary funds to Students Run L.A. (a non-
profit organization that provides after-school mentoring and
physical fitness programs for at-risk youth in preparation for the
L.A. Marathon), far activities to be held at the Santa Monica Civic
Auditorium at the time of the Los Angeles Marathon on March 20,
2011. The amount requested will help offset the Civic Auditorium fees
charged by the City and will assist SRLA in providing services to
approximately 2,800 student runners, teacher leaders and volunteers

who w711 participate in finish line activities that celebrate the
extraordinary achievement of young people who participate in the
marathon, including many local youth, was presented.
Member of the public Marsha Charney spoke in support of the request.
Motion by Mayor Bloom, seconded by Councilmember O'Connor, to
approve request. The motion was approved by the following vote:
AYES: Councilmembers O'Connor, O'Day, McKeown,
Mayar Pro Tem Davis, Mayor Bloom
NOES: None
ABSENT: Cotmcilmembers Shriver, Holbrook
