Subject: Purchase of 2- and 3-Yard Refuse Containers
Recommended Action
Staff recommends that the City Council award Bid #3008 to Superior Rotation Molding
LLC., a California-based company, for the purchase and delivery of 2- and 3-yard
plastic refuse containers for athree-year term, for a total amount of $510,000.
Executive Summary
Staff recommends award of bid to Superior Rotation Molding LLC., for the purchase and
delivery of 2- and 3-yard plastic refuse containers used for food waste and refuse
collection at specified unit prices plus applicable sales tax. The total estimated
expenditure for the three-year term is $510,000. Funds are available in the Solid Waste
Fund.
Discussion
The purchase of plastic refuse containers is not intended to supplant the use of metal
refuse containers. There are approximately 4,070 containers being used throughout the
City by both multi-family and commercial customers. Plastic commercial containers are
ideal for handling commercial waste, especially organics and food waste. The
containers are lightweight and stackable which makes them easier to maneuver and
store. The containers are also quiet, reducing noise levels by as much as 50 decibels
over metal containers, easily cleaned, graffiti resistant, and durable. The plastic is UV
stabilized against long-term deterioration by the sun. Use of these containers should
reduce staff injuries, worker compensation claims, and maintenance and replacement
costs. Use of the containers should also reduce noise complaints in residential areas

adjacent to commercial zones: The estimated useful life of these containers is
approximately 8 years. Based on current estimates, the projected purchase for the
period of this agreement is 696 2-yard containers and 567 3-yard containers (subject to
change based on requirements).
Vendor Selection
In August 2010, the City published Notices Inviting Bids to provide 2- and 3-yard plastic
refuse containers for Resource Recovery and Recycling in accordance with .City
specifications. The bid was posted on the City's on-line bidding site, Planet Bids, and
notices were advertised in the Santa Monica Daily Press in accordance with City
Charter and Municipal Code provisions. Three bids were received and publicly opened
on September 8, 2010 per Attachment A. Bids were evaluated based on the samples
received and performance during field testing. Superior Rotation Molding LLC.,
provided a sample with the container molded as one piece, which is a preferable design
as there is less wear and tear (no bolts in the channels to obstruct truck forks) and it has
a longer life cycle. Based on these criteria, Superior Rotation Molding, LLC is
recommended as the best bidder.

Financial Impacts & Budget Actions
The purchase order amount to be awarded to Superior Rotation Molding LLC for the
three year term is $510,000 and funds are available in the adopted FY2010-11 budget
in account number 0270227.589000.
