CST Construction Company for the Reed Park Office Improvements Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to Contract No. 9290 (CCS) with CST Construction Company, aCalifornia- based company, in an amount not to exceed $19,500 for a total contract amount of $127,300 and an increase in the number of working days to provide for additional scope of work for the Reed Park Office Improvements Project. Executive Summary In October 2010, Council approved a construction contract with CST Construction Company (CST) in the amount of $107,800 for the Reed Park Office Improvements Project. Unforeseen project conditions resulted in additional safety, electrical, plumbing, and data room work that exceeded the original contract contingency. The project is approximately 60% complete. A contract modification with CST in the amount of $19,500 is necessary to add the additional scope of services. Discussion Reed Park, located at 7th Street and Wilshire Boulevard, is a vital community gathering place that includes Miles Playhouse, Joslyn Hall, tennis and basketball courts, a playground, storage. buildings, and the existing CREST Youth Office. The Youth Office administers the after-school CREST Program, as well as other weekend and summer recreation and sports programs for elementary and middle school-age youth and their families. The Youth Office currently receives approximately 9,000 youth registrations annually. The Youth Office occupies 1,725 square feet of space within two buildings at Reed Park. The eight program coordinators occupy both buildings with four coordinators in each building. The office is regularly visited by the public and there is insufficient reception and counter 1 space for computers used by the public to complete necessary online forms to register for programs. This project creates an efficient space for City staff and the public. On October 26, 2010, Council approved Contract No. 9290 CCS for the construction of Reed Park Office Improvements with CST Construction Company The original scope of the project includes consolidating the existing Youth Office with the adjacent meeting/storage room to create one open space with an organized hierarchy of work spaces. An existing covered clearstory window will be uncovered to add natural light. New ducts, new carpet, and improved lighting will also be installed. By consolidating staff offices into one building, a room in Joslyn Hall can be converted to amuch-needed meeting space. The additional scope of services will include relocating a water line, installing electrical circuits for exit signs and kitchenette, and running conduit for telephone copper and fiber optic lines to a new network data room. Some of the utilities requirements were discovered during construction, including the electrical work which had to be brought up to code. The scope of work also includes painting and installing nevv carpet for a room in Joslyn Hall that will be used for a future meeting space. The project is anticipated to be completed in spring 2011. Financial lmpacts& Budget Actions The contract modification to be awarded to CST Construction Company is $19,500. Funds are included in the FY2010-2011 budget in account 0010598.589000, Reed Park Facility Improvements.
