Jackman, Chief of Police Subject: Minor Decoy/Shoulder Tap Program Mini-Grant Recommended Action Staff recommends that the City Council: 1) Authorize the City Manager to accept a no match grant in the amount of $7,500 from the California Department of Alcoholic Beverage Control (ABC) in support of the "Minor Decoy/Shoulder Tap Program." 2) Authorize budgetary changes as outlined in the Financial Impacts & Budget Action section of this report. Executive Summary The Santa Monica Police Department has secured a California Department of Alcoholic Beverage Control grant in the amount of $7,500. The purpose of this grant is to assist - the Police Department in conducting operations that reduce the number of licensees who sell alcoholic beverages to minors or adults who furnish alcoholic beverages to minors. All enforcement operations will be conducted on an overtime basis which will be funded by the grant. Discussion The California Department of Alcoholic Beverage Control (ABC) is funding the "Minor Decoy/Shoulder Tap Program" by providing local law enforcement agencies with a grant that has a performance period of Feb 1, 2011 through June 30, 2011. ABC made the grant awards based on a competitive process. The Santa Monica Police Department has been awarded $7,500. 1 The Santa. Monica Police Department will conduct several operations during the five month grant period and enhance the Police Department's efforts to address and further reduce underage consumption of alcohol and deter adults from the activity of over consumption of alcohol. The grant will also provide training and technical assistance and printed materials related to the enforcement of underage drinking laws. In addition, the grant will also assist in reducing the number of licensees who sell alcohol to minors and will help to reduce youth access to alcohol by staffing additional officers on an overtime basis. The department will issue press releases and will host classes for licensees during the grant performance period. Grant funds will be used to cover overtime costs associated with the operational and administrative tasks associated with the enforcement program. Financial Impacts & Budget Action The following FY2010-11 budget changes will be necessary 1. Establish a revenue budget in the amount of $7,500 at account number 20304.402960. 2. Appropriate the grant funds to the following accounts: $7,500 Personnel Costs to 20306.511490 93659W.
