SUBJECT: Removal of hazardous Visual Obstructions
INTRODUCTION
This report transmits for second reading and adoption a
proposed ordinance relating to the removal or correction of
hazardous visual obstructions.
BACKGROUND
This ordinance was introduced by Council as Item 8B at
its July 8, 19II0 meeting.
There are no provisions under existing Santa P~Zonica law
for the removal or alteration of obstructions such as fences,
walls, trees, hedges, plantings, and other structures that
impair the visibility of automobile drivers entering or exitina
streets, driveways, etc., and endanger the safety of people using
sidewalks adjacent to those accessways.
The proposed ordinance requires the removal or alteration
of such obstructions found to exist by the Director of General
Services, with the exception of man-rnade structures built
pursuant to either a valid building permit or zoning regulations.
The ordinance establishes procedures for notifying an owner

of such an obstruction and for holding hearings, and appeals
therefrom, to review the correction order.
RECOMI~4FNDATION
It is respectfully recommended that the Council adopt
this ordinance establishing procedures to remove or correct
hazardous obstructions that impair visibility of drivers and
endanger the safety of nearby pedestrians.
