SR-07-30-1973-7FCITY OF SANTA MONICA 73-G-69 ~U ~' ~° 5 -0~-° DATE: July 18, 1973 TO: The Honorable City Council FROM; Interim City Manager SUBJECT: Noise Monitoring Equipment at Airport As you recall $17, 500 was budgeted for the above with the hope that matching funds might be .received from the State Department of Aeronautics. Mr. Fitzgerald, Airport Director, reports that no federal funds are available for this purpose. He also was told that there are no state funds available for this year, but that our application (see Enclosure A} would be accepted and favor- ably considered for the 1974-75 fiscal year. I would like to point out that the deadline for installing the equipment is September 29> so that some positive action must be taken immediately. Accordingly, an application for a variance from the September 29 deadline has been filed (see Enclosure B) with the understanding that it will be granted. There seems to be two choices with respect to installing the noise monitoring equipment: 1. The City can immediately proceed to do the necessary things to install the equipment and pay the entire amount ($35, 000 approx, }. 2. Obtain the variance and hopefully obtain matching funds ($17, 500) from the State during the 1974-75 fiscal year and then ixnxnediately proceed to make the installation. Owen 47eddle yesterday relative to the City Council's decision - to proceed with installation of a noise monitoring system at Santa Monica Municipal Airport instead of seeking a "waiver" as recom- mended in the Los Angeles County noise study report by the Northrop Corporation. The City Couneil has budgeted $17,500.00 in matching funds, and we will proceed to file application for State ai.d matching funds in the amount of $17,500.00, ~ri~o~r to•,th~~A~ust 31st dead- l~ine, as you indicated, in order to be considered eligible for the State's 1971+ - 1975 allocation. '. .The study disclosed that the Santa Monica Municipal Airport has a noise problem as defined in Section 5050 of Title 4 Business Regulations, Chapter 9 Department of Aeronautics. The Board thus finds that the Santa Monica Municipal Airport has a noise problem and must be monitored as required in the above regulations.
