INTRODUCTION
This report transmits a communication from the Planning Com-
mission outlining anticipated procedures relative to consideration
of plans for the McDonnell-Douglas and City owned airport pro-
perty-.
BACKGROUND
The City Planning Commission is presently involved in evaluation
of plans for development of the former McDonnell-Douglas site.
Tentative Tract P4aps, a Zone Change application and an EIR have
been filed for that portion of the property privately owned by the
McDonnell-Douglas Corporation. The Planning Commission, recog-
nizing that integral development of both private and City owned
portions may offer a more effective and aesthetic use of the land,
intends to explore various alternatives, development forms and
uses including potential joint and separate development and make
alternative recommendations to the City Council. In the course
of this action, the Commission will review available studies and
data, analyze alternative-open space uses and conduct public
hearings.
The Planning Commission believes that this course of action will
enhance the possibility of a jointly planned development rather

than a unilateral project which might result in the City's proper-
ty being less than optimally used.

RECOMMENDATION
This communication informs the City Council of Planning actions
both underway and planned in connection with the subject proper-
ties and does not require Council action.

SUBJECT: Planning Action Underway re: Joint Development of
"Douglas" and City Owned Airport Properties
The purpose of this memorandum is to inform the City Council
of planning actions underway and planned in connection with the
subject properties.
BACKGROUND
For over two years it has been the express desire of the
City that the "Douglas" and City owned airport properties be
developed as an integral development. This approach will be
beneficial to the City in permitting a more effective and aesthet-
ically desirable use of the land to be made.
These benefits caould be realized by trading equal acreage
parcels of land in order to obtain the optimum configuration of
the properties into open space, manufacturing and other possible
desirable and acceptable uses.
However, in order to proceed the City will have to determine
what use (s} of the open space it deems most worthwhile. :Many
suggestions have been made and some initial citizen reactions have
been obtained in public discussions sponsored by the Planning
Commission.
However, in the absence of a formal City position on the
matter the developer, Barclay-Curci has now filed and without
regard to the City's property Tentative Tract Maps to develop the
Douglas portion alone. An EIR and a Zone Change request have also
been filed which support the unilateral development contemplated.
In the absence of a formal City position, this has seemed the only
course of action open to the developers in forwarding their de-
velopment objective.
Planning Commission Actions Underwa
The Planning Director has requested an extension in time
for analysis and public hearings on the Tentative Tract Maps
and Zone Change until February 15th from the Developer.
During this extension time the Planning Commission will
undertake the following planning actions in regard to a Joint
Development of the two properties (Douglas-City).

1. Determine a Recommended Use of the

Review all studies, information and data available
in regard to the proposed development and the
potential-joint development of City and Douglas
properties.
Request presentations of alternative proposed uses
of Open Space from Planning staff, other relevant
City organizations and the Developer.
Have analyses made showing the economic, financial,
social and aesthetic impacts of each alternative.
Conduct Public Hearings.
Make a Determination and a recommendation of the
preferred alternative for use of the open space to
the City Council.
2. Conduct Public Hearings as A4ay be Required in Rey
to the Tentative Tract Maps, Zone Change Request
the EIR
Considerable citizen input has already been received
via public discussions held.
The Planning Commission is in a position to handle
these hearings. independently of the open space
determination described in item 1.
It is our expectation that the course of action described
above will enhance the possibility of a co-mingled, jointly
planned development of the Douglas and City owned airport proper-
ties. Without these actions the probability of unilateral devel-
opment is very high with the result that the City's property may
be less than optimally used.
