This report is pursuant to the attendant problem of 100% enforcement of the
Jet ban in the interests of good community relations.
BACKGROUND:
Although this Office has circulated the aviation industry throughout the
United States, relative to the Airport's ban on Jet aircraft, an occasional Jet
(unaware of the restriction) does come into the airport on a quite infrequent
basis. (Two Jets have landed at the airfield since July 30, 1973.)
ALTERNATE SOLUTIONS:
A 100% enforcement is not possible, mainly due to F. A. A. 's refusal to advise
an inbound Jet aircraft of the ban. This Office is of the opinion that perhaps
personal representation before the F.A.A.-head in Washington, D. C. (Alex
Butterfield) might succeed in removing this roadblock in the interest of good
community relations.
The painting of 40 ft. high letters on the runway shoulders--at each end of the
runway embankment with the message "NO JETS", also, the installation of full
size billboards at both ends of the runway embankment with the message "NO JETS"
might greatly assist the Department in obtaining full compliance.
With the attendant publicity, both community and nation-wide, this Office feels
it would be accomplishing two major steps; that of psychologically getting the
point continuously across to the community that the City is doing all it can
to curb Jet activity, and also by nation-wide publicity, more firms which are
Jet aircraft owners will also get the message.
RECOMMENDATIONS:
a. paint 40 ft, high letters on the runway shoulders at each end of the
runway the message "NO JETS".
b. Install full-size billboards (14 ft. by 48 ft.) at both ends of runway
embankment with the message "NO JETS".
Note: The above two items could be accomplished by City forces at an
estimated cost of $4,000 as per attached memo.
c. personal representation before Federal Aviation Agency head in Washing-
ton, D. C. (Alex Butterfield) to secure their cooperation in above matter,
by requiring the Control Tower to advise inbound Jet aircraft of the
Airport's Jet ban. ~
