T0: Mayor and City Council ~~ FROM: Recreation and Parks Commission ' SUBJECT: Airport Master Plan At their regular meeting on November 20, 1975, the Recreation and Parks Commission took the following action regarding the Airport Master Plan: Mr. Schwedes moved "that the Recreation and Parks Commission recom- mend to the City Council that the following action be taken in con- junction with the future development of the Santa Monica Airport and adjoining lands for the recreational betterment of Santa Monica. 1. The west end of the airport runway shall be shortened in order to provide an adequate noise buffer zone and recreational development. That this be done while maintaining an adequate length runway for desirable aircraft and their necessary safety. 2. The present demarcation separating the airport proper from city-leased and McDonnell/Douglas land on the north side of the runway be moved south a distance of 200 feet for a length of 4,000 feet. This will not interfere with the vse of the runway. It will provide an additional-twenty acres of useable land for the City. 3. That this additional twenty acres of land be put to a develop- ment use to be determined by the City Council and its appro- priate commissions. 4. That fifty acres of land be set aside for purposes of recreation. That this land shall be located in the northwest section of the total area under consideration and that this fifty acres To: Mayor and City Council -2- January 14, 1976 5. 6. 7. shall be used to provide a mixed recreational use including active and passive park land, recreational facilities and necessary recreation for a wide range of citizens. Further, that the Recreation and Parks Commission, with advice from City Administration shall forward to the City Council, as soon as reasonable, a recommendation as to the specific development of this fifty acres. That four acres of land shall be set aside in the northwest section of the area under consideration for the purposes of creating a golf driving range. That this facility will pro- vide not only a monetary return to the. City but will also satisfy to a degree a large amount of land to this-need. That the City enter into the necessary negotiations with the present or future owners of what is known as the McDonnell- Douglas land in order to carry out this plan, which may in- clude a land trade between the City and private business. That included on page 3 of this motion is a map which visually represents the official recommendation of .the Recreation and Parks Commission." The motion was seconded by Mr. de la Puente. The Chairman opened the meeting to the public and Henry Jordan and Mr. and Mrs. Mike McGregor spoke on the subject. Mr. de la Puente amended the motion to read "that the City Council consider the commitment of resources necessary to provide for an airport related facility at the southeast end of the airport property in order to both assure the long range viability of the To: Mayor and City Council -3- January 14, 1976 Santa Monica Airport and provide the hub for airport related commercial activities." The motion was seconded by Mrs. Ehrhart. Ayes: de la Puente, Dzirkals, Ehrhart, Emerson, Schwedes Noes: Moore Motion carried. Mr. de la Puente .amended the motion to read "that the west end of the runway property be excavated in such a manner as to utilize the area created as a natural amphitheatre for much needed recreational uses such as tennis or other activities." The motion was seconded by Miss Dzirkals. Ayes: de la Puente, Dzirkals Noes: Ehrhart, Emerson, Moore, Schwedes Motion failed.
