This report dials with passible solution to complex Airport problzms, with a
vizor toward pro=riding a forum for. cancerned citizens and making ±he most
efficient use of Go1:r_cil time.
Background:
Thz Airport Depart=r_ent, by virtue of its uniquenzss iri the aeronautical noisz
pollution area invol=ring intzr-city action, is periodically invalved with concerted
public action, lzx tl:z past the airport subjzcts, i, e., noise, flight patterns, etc„
became items of d~batz in thz Council Cnan2bers, due to the public's direci
approach to the Cour_cii, and the affecizd aviation interes'cs understandably being

Here; then,. is the. arena for the aviation items up for discussion. The Airport
Commission becomes .the sounding board "for the Council, wherein both sides
debate the issues at hand, and, dispose of the problem speedily and fairly,
If the item then reouires further action and consideration at the Council level,
.then, at that time, the Council would have'at its disposal a review and Airport
Commission recommendation in which to' support or assist the Council in their
- final determination.
It is further proposed that an ''Airport Neighbars Forum" be established. ,This -
forum, composed of City, federal and airport neighbor members, could evolve
round table discussions. wherein grievances or misunderstandings could be aired
and hopefully resolved. If an item cannot be resolved, the principals involved
would 'cri~ovf the reasan v.~hy. This forum could also help establish better com-
munity relations in areas adjacent to the Airport,.
