SUBJECT: Additional Graves in Block 11, Woodlawn Cemetery
Transmitted herewith is one print each of {1}
Drawing No. 4021, being a map of Woodlawn Cemetery, and
showing the portion of Block 11 owned by the Woodlawn
Mausoleum Company and the portion owned by the City of
Santa Monica, and {2} Drawing No. 1771, showing in detail
the portion owned by the City. The portion owned by the
City is occupied in part by a rest room building, a large
fish pond, numerous trees, and a rose garden. This land-
scape treatment was constructed by the WPA in 1935 and
has prevented the utilization of most of this property
for interment purposes.
In recent years, due to manpower limitations,
the landscaping has become quite overgrown and several of
the trees are dying. A study of this area has shown that
140 cemetery lots, with a total value, under the terms of
the present ordinance, of $10,820, could be obtained if
portions of the above landscaping were removed. In addi-
tion, $100.80 per lot, or a total of $14,112, would be
contributed to the perpetual care fund.
The work proposed to be done consists of removing
the approach arbors to the men's and women's entrances to
the rest room and constructing new paths, the removal of
all dead or dying trees between the fish pond and Ivy Avenue,
the removal of the rose garden, the grading of the property
to a suitable grade, and seeding with new lawn. The addi-
tional cemetery lots to be gained by this work are shown
cross-hatched on the attached Drawing No. 1771.
The estimated cost of the above work, including
the necessary survey of the area to set the lot corners,
is $2,500.

Included in this year's cemetery budget, in
Account 541-920, is an allocation of $2,450 for removing
buildings and walls on Lots 10, 12, 14, and 15 which
recently were acquired for cemetery expansion. It is
recommended that (1} approval be iven to the construction
operations outlined above; and (2~ the removal of the
buildings and walls referred to above be deferred, with
the intention of reprogramming the money in the 1857-68
budget, and the funds presently programmed for this purpose
be used to finance the construction outlined above.
It is the opinion of the Cemetery Superintendent,
in which I concur, that this is prime cemetery property.
If the recommendations above are approved, it also is
recommended that the interment rate presently in effect
for this area, X78 per lot, be increased to $132 per lot,
the rate presently in effect for the newer portions of the
cemetery. This change, which would increase the value of
the 140 lots obtained to $17,480 (excluding perpetual care
contributions), would require the ..adoption of a new
ordinance. It is recommended that the City Council be
requested to instruct the City Attorney to prepare such an
ordinance revision, said ordinance to become effective upor.
