City Clerk
Recommended Action
Staff recommends that the City. Council adopt the process of conducting annual
performance evaluations of the City Manager, City Clerk, and City Attorney detailed in
this report.
Executive Summary
The proposed annual performance evaluation process for the Council-appointed
positions of City Manager, City Attorney, and City Clerk would provide Council and staff
with regular and structured communication about past and future achievements, goals,
and objectives as well as an accountability tool.
Discussion
Regular performance evaluations are opportunities for dialogue and communication
between an employee and his/her supervisor. Discussions generally focus on
assessment of past efforts, identification of future goals and objectives, and areas
where improvements may be needed. The City Manager, City Attorney, and City Clerk
are in unique positions as each reports to the seven members of the Santa Monica City
Council, and therefore must be evaluated by the body.

Staff recommends that -the Council adopt the. following annual performance evaluation
process for the City Manager, City Attorney, and City Clerk, which may be modified at
the will and direction of the Council. Staff would begin the process by completing a
written self-assessment of the past year, including a report on achievement of various
City and department goals and objectives, proposed goals and objectives for the next
year, and areas where improvements may be needed. This information would be
transmitted to each Councilmember. A special Council meeting would subsequently be
held to deal solely with the City Manager, City Attorney, and City Clerk performance
evaluations in Closed Session.
At the start of the Closed Session, Council would convene without staff to discuss staff's
performance. Council would then invite each staff member individually into the Closed
Session to discuss his/her performance and achievements, future goals and objectives,
areas for improvement, as well as the self-assessment report prepared . by the
individual. Council may choose to offer individual comments or develop a collective
assessment.
Staff recommends that the Council convene a special Council meeting on the first
Tuesday in April of every year for the sole purpose of evaluating the City Manager, City
Attorney, and City Clerk.
Alternatives
Council may chose to make changes to the proposed process or continue past
practices.

There is no fiscal impact or necessary budget actions that arise from the
recommendation detailed in this report.
