r-10562City Council Meeting: 02-08-2011 Santa Monica, California RESOLUTION NUMBER 10562 (CCS) (city Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING APPLICATION FEES, ADMINISTRATIVE FEES, AND NEIGHBORHOOD NOTIFICATION FEES FOR COMMUNITY EVENTS WHEREAS, Santa Monica Code Section 4.68.080 authorizes the City Council to establish filing fees and neighborhood notification fees for community events; and WHEREAS, the City's Community Events Policy establishes three categories of events which are subject to different processing times; and WHEREAS, the fees estabiished by this Resolution are no more than necessary to recover the cost of the service provided, NOW, THEREFORE, THE GITY COUNCIL OF THE CITY OF SANTA MOMCA DOES RESOLVE AS FOLLOWS: SECTION 1. The following fees for community events are hereby established: Category of Event Filing Fee A. Category 1 Events 16+ weeks in advance $ 65.00 12-15 weeks in advance $125.00 8-11 weeks in advance $250.00 The above fees increase annually by CPI rounded to the nearest dollar pursuant to Section 2. B. Category 2 Events $ 50.00 C. Category 3 Events $ 50.00 D. SMMUSD Events $ 50.00 E. Pier Restoration Corporation and Bayside District Corporation produced events exempt Category of Event A. Category 1 Events Only Simple Events Intermediate Events Complex Events Administrative Fee $ 80.00 $340.00. $580.00 The above fees increase annually by CPI rounded to the nearest dollar pursuant to Section 2. B. Pier Restoration Corporation and Bayside District Corporation produced events exempt Category of Event Neighborhood Notification Fee A. Category 1 Events $150.00 Fixed Venue Site $0.54 per piece Extended Notification (for events extending beyond a fixed venue site) The Fixed Venue fee increases annually by CPI rounded to the nearest dollar pursuant to Section 2. The Extended Notification fee increases annually by CPI pursuant to Section 2. SECTION 2. The charges for category 1 events set forth in this resolution shall also be subject to Consumer Price Index (CPI) increases each subsequent July 1st as noted above. The CPI increase factor shall be the annual rate increase from February to February of the Los Angeles-Anaheim-Riverside Consumer Price Index for Wage Earners and Clerical Workers published by the United States Department of Labor, Bureau of Labor Statistics except that any such administrative revision shall not C3-2 be less than any annual cost of living adjustment provided to the employees of the City of Santa Monica through Memorandums of Understanding entered into between the City and the employees' bargaining representatives for the comparable fiscal year, but in no event shall the annual administrative revision be less than zero percent (0%). SECTION 3. Effective July 1, 2011, Resolution Number 9646 (CCS) is hereby repealed. SECTION 4. The fees set forth in this Resolution shall be effective July 1, 2011. SECTION 5. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: //~ ~ , n . M RSHA J.
