SECTION 1. Article X1 is hereby added to the Santa
Monica Municipal Code to be entitled ELECTTONS.
SECTION 2. Chapter 1 of Article X1 is hereby added
to the Santa Monica Municipal Code to be entitled ELECTIONS CODE.
SECTION 3. Sections. 11000 is hereby added to the
Santa Monica Municipal Code to read as follows
Section 11000. Nomination of candidat s. Not
earlier than the 89th day nose' later than 12:00 o'clock noon
on the 68th day before a municipal election, the voters may
nominate candidates for election by signing a nomin.ation.
petition. Each candidate shall be proposed by not less than
100 registered voters, but only one candidate may be named
in any one nomination petition. Any, person registered to vote
at the election may circulate a nomination petition. Where
there are full terms and short terms to be Filled, the term
shall be specified in the nomination petition.
SECTION 4. This ordinance is intended to and does

'SECTION G. If any sel-ti n, subsection, sentence,
clause or phrase of this ordi.nancc: is for any reason held to
be invalid or unconstitutional by a decision of any court of
competent jurisdiction, such decision shall_ not effect the
validity of the remaining portions of this ordinance. The
City Council_ hereby declares that it croiild have passed this
ordinance and each and every section, subsection, sentence,
clause or phrase not declared invalid or unconstitutional

be subsequently declared invalid or unconstitutional..
SECTION 7. The Mayor shall sign and the City Clerk
shall attest to the passage of this ordinance. The City Cle.r..k
shall cause the same to be published once in the official
newspaper. within 15 days after its adoption. This ordinance
shall become effective immediately upon its adoption pursuant
to Section 619(a) of the Chanter of the City of Santa Monica.
