Background In December 1982 City Council adopted a resolution requesting the State of California to relinquish control of State Route 187 (Ocean Avenue from a point 100 feet south of Colorado to Hollister Avenue). Caltrans had misplaced the City's request and did not notify the City of this fact until December 1985. Currently the City and the State of California share the costs to maintain State Route 187. The City does all the maintenance work and charges 50 percent of the cost to the State. The annual bill to the State is approximately $2000. The reason for the request is to bring this street segment under full City control. Currently, the City is required to get State permission to do any traffic signal, striping changes or major work related to public utilities and/or street repair. This frequently delays work and costs the City time and money to adhere to all the conditions the State requires for encroachment dp MAY 2 719dS and construction permits. In December 1985, the State indicated that' they were in general agreement to relinquish State Route 187 to the City. The City currently maintains the roadway and is willing to take the roadway in the current condition. The roadway is in excellent condition and tiaould not require any capital improvements. Whenever a state highway is relinquished by the State to a local agency there is a 90 day waiting period for the local agency to protest the relinquishment. In this case, the City is requesting the relinquishment and therefore there is no need for the 90 day waiting period. Fiscal/Financial Impact There are no fiscal or financial impacts as a result of adopting the proposed resolution. Recommendation It is recommended that the City Council adopt the attached resolution to request the State of California to relinquish State Route 187 in its existing condition and to waive the 90 day waiting period for local agency protest. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. That the City of Santa Monica requests the State of California to relinquish State Route 187 in its existing condition. SECTION 2. That the City of Santa Monica waives the 90 day waiting period for local agency protest. SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: Robert M.
