to relinquish control of State Route 187
(Ocean Avenue between Bicknell and a point
100 feet south of Colorado Avenue)
INTRODUCTION
This report recommends City Council adopt a Resolution
requesting the State of California relinquish control of State
Route 187 to the City of Santa Monica.
BACKGROUND
State Route 187 is Ocean Avenue from a point approximately 100
feet south of Colorado Avenue to Bicknell Avenue. Route 187 then
jumps to Pacific Avenue and Venice Boulevard in the City of Los
Angeles. At one time Route 187 was planned to be a major highway.
There are no plans to change the current status of Route 187.
The City and State of California share the costs to maintain
Route 187. The City does all the maintenance work and bills 50
percent of the cost to the State. The annual bill to the State is
approximately $2000.
The rnajor concern of Staff is that we are required to get State
permission to do any traffic signal striping changes or major
construction work related to public utilities and/or street
repair. This frequently delays work and costs the City time and
money to adhere to all the conditions the State requires for
encroachment and construction permits.

In addition, the State mandates what type of traffic control
equipment the City installs along a State highway even though the
City pays, operates and maintains the entire intersection. The
control equipment is not compatable with the City's existing
equipment and requires the City to purchase additional
controllers and parts to insure adequate backup systems in case
of a controller failure. The State also stipulates how many trees
the City can install on a State Route. This is also often in
conflict with City goals in beautifying our arterial and
collector streets.
RECOMMENDATION
It is recommended City Council adopt the Resolution request
the State of California relinquish control of State Route 187
within the City to the City of Santa Monica.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA REQUESTING THE STATE
OF CALIFORNIA RELINQUISH CONTROL OF STATE
ROUTE I87 WITHIN THE CITY OF SANTA MONICA
TO THE CITY OF SANTA MONICA.
WHEREAS, there are no plans to upgrade State Route T87 from
a minor arterial to an integral point of the State highway system and;
WHEREAS, State Route 187 serves no purpose as being a part of
the State Highway System. and;
WHEREAS, it is in the best interest of the City of Santa Monica
to have local control of State Route 187;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The City Council request the State of California
reli.nqui.sh control of State Highway Route I87 to the City of Santa Monica.
SECTION 2. The City Clerk shall certify to the adoption of this
Resolution; and thenceforth and thereafter the same shall be in full force
and effect.
