sr-011711-3dCity Council Meeting: January 17, 2011 Agenda Item: ~- D To: Mayor and City Council From: Jory Wolf, Chief Information Officer Subject: Alert Notification System Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with Everbridge, Inc., a California .based company, for an amount not to exceed $99,950 for Alert Notification System services for a period of three years. Executive Summary Alert Notification Systems, often referred to as reverse 9-1-1 systems, are widely used by government agencies to notify residents and other members of the public of emergency situations. The City presently has various tools available for disseminating information regarding public safety matters, including an AM radio station and the Web Information Network (WIN). However, unlike those systems, an Alert Notification System has the ability to dial mobile and land-line telephones, and send emails and text messages to alert the public of emergencies. As part of the City's ongoing emergency preparedness efforts, staff has identified the need to implement an Alert Notification System as a tool to augment the existing systems. Everbridge, Inc. is recommended to provide three years of services at a cost of $99,950. Discussion The proposed Alert Notification System includes the reverse 9-1-1 functionality that calls published and non-published land-line numbers in the telephone company 9-1-1 database, which is offered in most systems, but also includes the capability to allow the public to register to receive notifications of non-emergency activities such as road closures and construction projects, or special events such as the Marathon, as well as a tool to help with staff recall during natural disasters and other emergencies. 1 The system proposed by Everbridge, Inc. includes a portal that integrates with the City's website in order to allow the public to register to receive various types of alerts and select their preferred method of delivery, including land-line telephones, mobile phones, text messaging and electronic mail. Additionally, the system proposed by Everbridge, Inc. includes an interactive tool to facilitate staff recall for emergencies, and allow staff to provide response times, thereby enabling managers and supervisors to plan accordingly. Contractor/Consultant Selection A Request for Proposals seeking qualified companies to provide an Alert Notification System was published in May 2010 on Planet Bids. Nine proposals were received. An evaluation committee comprised of staff from the Fire Department, Police Department and Information Systems Department was formed to review and rank the proposals. Three of the vendors were selected for further evaluation. After the evaluation committee received demonstrations of the proposed systems and met with the vendors, Everbridge, Inc. was recommended as the best solution for the City based on the features and functions proposed and demonstrated, and the pricing model of unlimited utilization. Financial Impacts & Budget Actions The contract to be awarded to Everbridge, Inc. is $99,950. Funding is available in the Alert Notification System CIP account, M018006.589000.
