sr-011711-3c__ ~r City Council Report City of Santa Monica City Council Meeting: January 17, 2011 Agenda Item: ~~ To: Mayor and City Council Chairperson and Redevelopment Agency From: Martin Pastucha, Director of Public Works Subject: First Modification with Beezley Management for Parking Structure No. 2 Seismic Retrofit Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to Contract 9189 (CCS) with Beezley Management in the amount of $45,000, for a total contract amount not to exceed $237,500, for additional construction management services for the seismic retrofit of Parking Structure No. 2, as a result of unforeseen project conditions. Executive Summary In the first quarter of 2010, staff began work on Parking Structure No. 2 to seismically retrofit the structure, which suffered damage as a result of the 1994 Northridge Earthquake. During construction, unforeseen conditions necessitated the extension of the construction schedule, including costs .for added scope of work. The existing contract contingency is sufficient to cover costs associated with the construction contract, but not the fees for additional construction management services. Staff is requesting additional funds of $45,000 to cover required construction management services to complete the project. Discussion On March 23, 2010, Council approved Contract 9189 (CCS) with Beezley Management to provide construction management services for the seismic retrofit of Parking Structure No. 2. The parking structure, which suffered damage from the 1994 1 Northridge Earthquake, is located on the east side of 2"d Street between Wilshire Boulevard and Arizona Avenue. During the demolition phase of construction, the project encountered many unforeseen conditions including incorrect as-built drawings, conditions on a neighboring property that required revisions to the design, and obstructions found during excavation activities. This resulted in delays requiring additional scope of work, costs and time for the construction contractor. The original contingency encumbered for the construction contract is adequate to cover the contractor's costs for the unforeseen conditions, but not the fees for additional construction management services required to complete the project. Staff is requesting additional funds to cover construction management costs, including added inspection services, associated with the unforeseen conditions. Construction of the seismic retrofit project is scheduled to be completed in February 2011. Financial and Budget Actions The contract modification amount to be awarded to Beezley Management is $45,000, for a total contract amount not to exceed $237,500. Funds are included in the FY2010- 11 budget in account 0170621.589000, Seismic Retrofit-Downtown Parking.
