Agenda Item: ~~ To: Mayor and City Council From: Carol Swindell, Director of Finance Subject: Purchase of One Chipper Box Truck Recommended Action Staff recommends that the City Council authorize the City Manager to award Bid #3011 to Reynolds Buick, Inc. a company based in California, for the purchase and delivery of one new and unused propane-fueled chipper box truck, in the amount of $131,622. Executive Summary In accordance with the City's vehicle replacement program, one vehicle currently being used by the Public Landscape Division is due for replacement. Staff recommends that a purchase order be issued to Reynolds Buick, Inc. to furnish and deliver one new and unused propane-fueled chipper box truck in the amount of $131,622. Funds are available in the Vehicle Management Fund. Discussion The proposed propane-fueled chipper box truck will be used by Public Landscape Division personnel and will replace a vehicle that has reached the end of its useful life and is scheduled for replacement at this time. Chipper box trucks have a large enclosed box body that tips to dump and are used to haul leaves and wood debris from wood chippers when trimming trees. As referenced in the Information Item that was submitted to-the City Council on January 15, 2008, two of the goals of the Reduced- Emissions Fuels Policy for Vehicle Purchases are to reduce emissions and to reduce the use of petroleum fuels. The purchase of this propane-fueled unit will contribute to these goals. 1 Vendor Selection In September 2010, the City published Notices Inviting Bids to furnish and deliver one new and unused chipper box truck in accordance with City specifications. The bid was posted on the City's on-line bidding site, Planet Bids, and notices were advertised in the Santa Monica Daily Press in accordance with the City Charter and Municipal Code provisions. Three bids were received from two vendors and were publicly opened and read on September 27, 2010 per Attachment A. Bids were evaluated based on the ability to meet specifications, competitive pricing, and quality of the equipment. The bid submitted by Downtown Ford Sales included a Cummins diesel engine which does not meet specifications. In addition, operating a diesel engine in this application would require an exemption granted by the South Coast Air Quality Management District and there are alternative fuel engine options available. The propane fueled unit offered by Reynolds Buick, Inc. meets all specifications and requirements. Based on these criteria, Reynolds Buick, Inc. is recommended as the best bid. Financial Impacts & Budget Actions The purchase order amount to be awarded to Reynolds Buick, Inc. is $131,622. Funds are available in the adopted FY2010-11 budget in account number 0540167.589100.
