Subject: Purchase of Rear Load Refuse Packer Unit
Recommended Action
Staff recommends that the City Council authorize the City Manager to award Bid #3012
to Boerner Truck Center; a company based in California, for the purchase and delivery
of one new and unused rear load refuse packer unit, in the amount of $246,489.
Executive Summary
In accordance with the City's vehicle replacement program, one vehicle currently being
used by the Resource Recovery and Recycling Division is due for replacement. Staff
recommends that a purchase order be issued to Boerner Truck Center to furnish and
deliver one new and unused rear load refuse packer unit in the amount of $246,489.
Funds are available in the Vehicle Management Fund.
Discussion
The proposed CNG-fueled rear load refuse packer unit is an approved budgeted
enhancement to the. fleet and will be used by Resource Recovery and Recycling
personnel where front load refuse packers and automated trucks are not practical. Rear
load refuse packer units are used for manual collection and for the collection of bulky
items. As referenced in the Information Item that was submitted to the City Council on
January 15, 2008, two of the goals of the Reduced-Emissions Fuels Policy for Vehicle
Purchases are to reduce emissions and to reduce the use of petroleum fuels. The
purchase of this CNG-fueled unit will contribute to these goals.
Vendor Selection
In September 2010, the City published Notices Inviting Bids to #urnish and deliver one
new and unused rear load refuse packer unit in accordance with City specifications.

The bid was posted on the City's on-line bidding site, Planet -Bids, and notices were
advertised in the Santa Monica Daily Press in accordance with the City Charter and
Municipal Code provisions. Five bids were received from three vendors and were
publicly opened and read on September 27, 2010 per Attachment A.
Bids-were evaluated based on the ability to meet specifications, competitive pricing, and
quality of the equipment. Although both Rush Truck Center and Los Angeles
Freightliner each submitted bids with aPak-Mor body, both of these bids are priced
higher than the recommended bid. Boerner Truck Center submitted bids with three
different body types, all on Crane Carrier chassis. The unit with the Pak-Mor body
offered by Boerner Truck Center meets all specifications and requirements and is
preferred by the operators because of the hopper design and blade operation. Based
on these criteria, Boerner Truck Center is recommended as the best bid.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Boerner Truck Center is $246,489.
Funds are available in the adopted FY2010-11 budget in .account number
0540167.589100.
