sr-121410-3bCity Council Meeting: December 14, 2010 Agenda Item: 3~ To: Mayor and City Council From: Susan Cline, Acting Director of Public Works Subject: Contract Modification with Gonzalez Construction for City Hall Electrical Room Addition Project Recommended Action Staff recommends that the City Council 1) Authorize the City Manager to negotiate and execute a first modification to .Contract No. 9117 (CCS) with Gonzalez Construction, a California-based company, in the amount of $45,000, for a total contract amount of $545,000. 2) Authorize the Director of Public Works to issue any necessary change. orders to complete additional work within budget authority. Executive Summary On September 22 2009, Council approved a contract with Gonzalez Construction to build an additional electrical room to provide adequate electrical supply to the improved City Hall Old Jail Space. Due to material cost increases and additional. scope of work, the project has exceeded the original contract amount plus contingency. Staff is requesting an additional $45,000 to complete the project. The electrical room addition is approximately 90% complete and is expected to be 100% complete by the end of December 2010. Discussion The new electrical room addition, located on the southeast corner of City Hall, was approved by City Council on February 12. 2008 and Landmarks Commission March 10, 2008. On September 22, 2009, Council .approved a contract with Gonzalez Construction to construct an additional electrical room.. This project is funded by the City's general fund and is the first phase of the federally-funded City Hall Seismic Retrofit Project. 1 The City Hall Electrical Room Addition Project is required to provide additional electrical supply to the City Hall Jail Area Tenant Improvement (TI) Project. The Jail Area TI Project requires electrical supply that exceeds the existing capacity of the City Hall electrical room. The existing electrical room cannot be increased due to size limitations in City Hall. As a result, an electrical room addition for City Hall is required. The project exceeded the original Council authorized budget due to unforeseen conditions, which included soil reptacement in the City Hall courtyard and pipe installation to provide for adequate drainage. In addition, a delay. in the FEMA approval process resulted in a delay in executing the contract with Gonzalez Construction and escalation in material costs over time. Financial and Budget Actions The contract modification to be awarded to Gonzalez Construction is $45,000.. Funds are included in the FY2010-11 budget at account 0014002.589000, City Hall Electrical Room Upgrade.
