Subject: Acceptance of the US Department of Justice, Office of Justice Program's
Bulletproof Vest Partnership Award
Recommended Action
Staff recommends that the City Council:
1) Authorize the City Manager to accept a grant award in the amount of $28,783.99
from the US Department of Justice, Office of Justice Program's Bulletproof Vest
Partnership Award.
2) Approve the budget changes outlined in the Financial Impacts and Budget
Actions section of this report.
Executive Summary
In October of 2010, the City of Santa Monica was awarded $28,783.99 as a part of the
Bulletproof Vest Partnership from the US Department of Justice, Office of Justice
Programs. Funding was requested to purchase authorized bulletproof vests for Police
Department employees.
Discussion
The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership
Grant Act of 1998, is a unique U.S. Department of Justice initiative designed to provide
a critical resource to state and local law enforcement.
Since 1999, over 13,000 jurisdictions have participated in the BVP Program, with $277
million in federal funds committed to support the purchase of an estimated 800,000

vests. The Office of Justice Programs' Bureau of Justice Assistance (BJA) administers
the BVP Program.
The City has participated in this grant program in 2 of the 5 previous years, with the last
award in 2006, which was for $74,550. The current grant award of $28,783.99 will
support the purchase of approximately 77 vests between the periods of December 2010
to August 2012. Funds must be spent by August 31, 2012.
Financial Impacts & Budget Actions
The following FY2010-11 budget changes will be necessary:
1) Establish a revenue budget in the amount of $28,783.99 at account number
20304.403632
2) Appropriate $28,783.99 in operating account number 20304.578837
