sr-112310-3g~ it ~,_y o, Santa niona~a' City Council Meeting: November 23, 2010 Agenda Item: 3 - C-r To: Mayor and City Council From: Karen Ginsberg, Assistant Director Community & Cultural Services Subject: Fourth Modification to Professional Services Agreement No. 8998 (CCS) with Second Story for Interpretive Elements for the City's Beach Stories Project Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a fourth modification to Professional Services Agreement No. 8998 (CCS) with Second Story in the amount of $35,000 for a total contract amount of $335,000 for additional services including the development of a website for the City's Beach Stories project and a new module for the interactive table at the Annenberg Community Beach House. Executive Summary A Professional Services Agreement with Second Story was approved by City Council in .October 2048 in the amount of $300,000 for the development of interpretive elements and displays for the Annenberg Community Beach House. Since then, with a grant from the National Park Service Preserve America program, work has been completed on a related project, Beach Stories, which involves the development of a comprehensive database of historically significant sites along Santa Monica State Beach. Due to the amount of public traffic at the Annenberg Community Beach House and given the key role the entire Gold Coast plays in the history of Santa Monica State Beach, the oral histories and documentation that were developed as part of this project will be made available to the public both at the Annenberg Community Beach House as well as on the City's website. Second Story would create; at a cost of $35,400, a new in-depth Beach Stories module for the City's website and the interactive table display in the Guest House in order to present this information. 1 Background Second Story was selected through a request for proposals process. The firm developed the comprehensive interpretive plan for the Annenberg Community Beach House as well as the award winning interpretive elements installed throughout the site. Due to the need to refine some of the elements to adapt them for public use as well as the timeline necessary to complete the Beach Stories project, the. original contract was modified and the timeline was extended through October 31, 2009. In November 2009,. a second modification was approved for another contract extension through March 31, 2010. A third modification of the contract extended the completion date to March 31 S` 2011. This fourth modification would add an additional scope and increase the total contract amount to $335,000. ®iscussion As part of Second Story's original work for the Beach House they developed a small section of the website titled `Beach Stories' as a placeholder for a larger more comprehensive project on the history of Santa Monica State Beach that was still in the development phase. This fourth modification would allow Second Story to complete work. on this related project that was funded in part by a $100,000 Preserve America grant from the National Park Service. This project involved the creation of a comprehensive data base of historically significant sites along Santa Monica State Beach with relevant historic images, development of an oral history protocol and the recording of associated oral histories. Second Story would create a new Beach Stories website featuring this data and as part their work would develop a new module for the interactive table in the Guest House to display the information. The Guest House was selected as an ideal location to provide the public with access to this important information about the history of Santa Monica State Beach because of the facility's history and beachfront location, as well as the broad cross section of the public that visit on a regular basis. 2 Financial Impacts & Budget Actions The additional funds of $35,000 to complete the new module are included in the FY10-11 budget in account number 0010081.589400.
