Subject: Purchase of 300-Gallon Refuse Containers
Recommended Action
Staff recommends that City Council authorize the City Manager to award Bid #3004 to
Rotonics Inc., aCal"rfornia-based company, for the purchase and delivery of 300-gallon
refuse containers for the Resource Recovery and Recycling Division for afour-year
term in an amount not to exceed $560,000.
Executive Summary
Staff recommends award of bid to Rotonics Inc. for the purchase and delivery of 300-
gallon refuse containers used for the storage of solid waste, green waste and recycling
materials at specified unit prices plus applicable sales tax through June 30, 2014. The
estimated annual expenditure is $140,000. Funds are available in the Solid Waste
Fund.
Discussion
The City's Container Replacement Program Project. provides for the ongoing
replacement of 300-gallon containers used for the storage of solid waste, green waste
and recycling materials until collection by the Resource Recovery & Recycling Division.
More than 32,500 collection containers of all sizes are in use throughout the City. The
purchase of these containers will enable the City to replace approximately 540
containers annually.

Vendor Selection
In July 2010, the City published Notices Inviting Bids to provide 300-gallon refuse
containers for Resource Recovery and Recycling in accordance with City specifications.
The bid was .posted on the City's on-line bidding site, Planet Bids, and notices were
advertised in the Santa Monica Daily Press in accordance with City Charter and
Municipal Code provisions. One bid and three no bids were received and publicly
opened on July 27, 2010 per Attachment A. Rotonics was deemed the best bidder per
the provided specifications.
Financial Impacts ~ Budget Actions
Funds are available for replacement of refuse containers in account 0270227.589100 in
the amount of $140,000. Budget authority for subsequent years will be requested in
each annual budget cycle for council approval.
