sr-112310-3d~~r c;cyoe City Council Report Santa Monica City Council Meeting: 11/23/10 Agenda Item: 3= D To: Mayor and City Council From: Carol Swindell, Director of Finance Subject: Contract for Commercial and Specialty Vehicle Safety Training Services Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a professional services contract with Trukspect Incorporated, aCalifornia- based organization, for commercial and specialty vehicle and equipment safety training services for afive-year term for a total contract amount of $212,250. Executive Summary Staff recommends entering into afive-year contract with Trukspect, Inc., to develop and implement an annual commercial and specialty vehicle and equipment safety training program for the City's commercial drivers and specialty equipment operators. The program is necessary to comply with Department of Transportation (DOT) and Cal- OSHA requirements and address the City's highest priority vehicle and equipment safety concerns. The total cost for the five-year contract will not exceed $212,500. Discussion The City employs more than 150 commercial and specialty vehicle drivers operating over 15 different types of vehicles and equipment (trash trucks, street sweepers, backhoes, forklifts, aerial lifts, and pressure wash trucks). These vehicles and equipment are used to provide a wide array of services to residents including trash pick up and removal, beach and facilities maintenance, water and wastewater services, and bus maintenance. DOT and Cal-OSHA require safety training for drivers of these vehicles. The training involves a broad spectrum of topics including one-on-one defensive driving testing, training and coaching, forklift safety training, flagger training, traffic control training, proper back-up training, and aerial manlift safety training. 1 It has been the City's practice to hire training firms to handle specialized safety training services of this nature. Staff recommends continuing this approach, and as such, recommends an agreement with Trukspect, Inc., to develop an annual commercial and specialty vehicle and equipment safety training program that complies with DOT and CaI-OSHA requirements and addresses the City's highest priority vehicle and equipment safety concerns. Contractor/Consultant Selection Staff issued a request for proposal for commercial and specialty vehicle and equipment safety training in September 2010 and received two proposals. Representatives from Finance, Public Works, Community and Cultural Services, and Big Blue Bus reviewed the proposals and recommended Trukspect, Inc. based on experience in providing a similar type of training and the quality of service they have provided the City in the past. Trukspect was also significantly less costly than the competing proposal (i.e., $212,250 over five years versus over $1 million for five years). Financial Impacts & Budget Actions The total cost of this contract will not exceed $212,250 over the five-year period. Funding for the first year of the contract, FY 2010-11, is available in accounts 58234.555210 ($20,250) and 59235.522090 ($20,250). Budget authority for subsequent years will be requested in each annual budget cycle for Council approval.
