SUBJECT: Amendment to Ordinance No. 1205, Creating a
Moratorium on Commercial and Residential Development
in the City, and Introductior. of Ordinance in
Regular Form
INTRODUCTION
This report transmits for Council consideration an
amendment to Ordinance No. 1205 (CCS) which created a moratorium
on commercial and residential development in the City. The
ordinance as amended has been prepared in emergency form (Item 8A)
and regular form (Iten 8B).
BACKGROUND & ANALYSIS
Ordinance No. 1205 was. introduced and adopted as an
emer;~ency ordinance by the City Council at its special meeting of
April 22, 1981. The Council directed the City Attorney to prepare
an amendment to the section specifying exemptions from the
rnaratoriurs. The proposed ordinance, as amended at Section 3(b),
allows an exemption for construction of a multiple dwelling for
which the Housing Authority has entered into an agreement after the
effective date of this ordinance and determined at the time of
entering into the agreement that the dwelling should be exempt.

ALTERNATIVES
The Council may:
1. Adopt the emergency ordinance as amended and/or
introduce the regular ordinance as amended;
2. Make further amendments to the ordinances;
3. Take no action.
RECOMMENDATION
It is respectfully recommended the Council adopt the
emergency ordinance as amended and introduce the ordinance in
regular form. It is further recommended that no additional
exemptions or other amendments be made.
