INTRODUCTION: This report transmits for adoption an ordinance in both emergency and regular form which would extend the ,,"4ain Street moratorium for sixty (60) days. BACKGROUND: On January 8, 1980, the City Council established a moratorium on development on Main Street from Pico Boulevard to the South City limits and on commercially zoned or used parcels on adjacent side streets. The moratorium (Ordinance #114 CCS) will expire on June. 25, 1980.. The Main Street Association (MSA) and Ocean Park Community Organization (OPCO) have nearly completed. an overall development plan for the Main Street area. However, it will not be in final form prior to the expiration of the moratorium. These groups have requested a sixty (60} day extension of the moratorium. The City Council at its May T98:O mee ing (Item #60) agreed to consider extending the moratorium.
