BACKGROUND: According to Government Code X34462, the percentages of the signatures of the registered electors (15%) required for the submission of amendments to charters shall be calculated upon the total votes cast for all candidates for Governor in the City at the last election at which a Governor was elected. At the November, 1978, election 34,702 votes were cast for all candidates for Governor; therefore, based on a percentas;e of 15%, 5,205 signatures must qualify to certify petition. The County-Registrar's office has advised that 5,999 signatures qualified; therefore, the petition does contain the sufficient number of signatures for placement on the ballot. RECOMMENDATION: As City Clerk of the City of Santa Dlonica, I am therefore able to certify the results of the examination of signatures, present the initiative petition and recommend that the Council accept the petition.
