The last Council meeting within the 30-daytime frame is May 8, 1979.. Brown Act to require that persons .appointed to an office. by the legislative body of a local agency be so appointed in open'session; and WHEREAS, it is the desire and intent of .the City Councik.of the City of Santa Monica to comply with such. provisions; NO64, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLO6t~S: SECTION L That the procedure for making appointments to City Boards and Commissions shall`.hencefoxth betas follows, except as otherwise provided by the City Council: a. When a.vacancy appears on any board or commission, the City Clerk. shall publish at least once in the Santa Monica Evening Outlook a newspaper of .general. circulation, a public notice of such vacancy. Said publication shall be made. nat. less than thirty (30) days prior to the. date a vacancy is to occur in those cases where the-vacancy occurs as a result of the expiration of the term of appointment, and where practical., like notice shall be published where a vacancy otherwise occurs. .Such notice shall request any interested party to submit-his or her name and qualifications to the City Clerk. Such notice shall also specify the position for which a vacancy has occurred, the term of office for which the position will be filled and a reasonable date by which interested parties must submit applications for the position. -1- __, _. ., C~1,RLKcSIS j"x'616-77 ~_ ,~ ~.... -The date for submission shall not be less than fifteen (15) days prior to the vacancy unless the appointment is to fill an unexpired term. Where .the appointment is to fill an un- expired term, the notice shall be fifteen (15) days prior to the contemplated date of appointment where practical_ b. Applications for the position shall. be made in writing to the City Clerk on forms supplied by the City Clerk. Applications once submitted shall be and remain confidential personnel documents pursuant to Section 5254 (c) of .the California Government'Code. c. The City Clerk shall compile such wri.tten.- applications as are received by the deadline date and shall thereafter cause the matter of filling the vacancy to be placed. upon the City Council Agenda and in connection therewith, shall transmit to the City Council copies of.a11 written applications which have been received.. d. Al nominations shall be submitted to the City Clerk no later than twelve o'clock noon the Wednesday preceding the City Council meeting when -the appointment is to be made and shall be listed on the agenda. No Councilmember shall submit the name of more than one applicant. to fill each vacancy. Prior to submitting the name of his_or her nominee to fill. such .vacancy, each Councilmember shall determine that the person nominated will serve if appointed. Thereafter,.- the-City Council shall consider the applicants for each respective vacancy at a public hearing. e. Following consideration of the various applicants for each vacancy, the City Council shall take a vote in an open meeting to determine who shall be appointed to the respective :Boards and Commissions. SECTION 2. Resolution No. 4739 (City Council Series) is hereby repealed_in its entirety. SECTIOL7 3.
