SUBJECT: Planning Commission's Recommendation for Revised
Sign Ordinance _
Introduction
This report transmits the Planning Commission's recommendation
for a revised sign ordinance.
Background
For several years the Architectural Review Board and Planning
Commission have been developing a revised sign ordinance to
replace the City's. current code. -The proposed revision is the
result of both Architectural Review Board and Planning Commission
efforts and contains the following principal features:
1. Restricts the size of signs to a specific square
footage based on zoning classifications.
2. Eliminates future installation of certain types of
signs including animated .signs, off-premise signs {bill-
boards), roof and pole signs.
3. .Establishes an identification tag program for Archi-
tectural Review Board approved signs and. nonconforming
signs with fees for interim tags.
4. Requires the removal of nonconforming signs by
specific dates..
5. Permits the Architectural Review Board to grant
adjustments to allow retention of nonconforming signs
beyond their removal date.
Following public hearing on June 29, 1981, the Planning Commission
approved a motion recommending the proposed ordinance to the City.
Council with an amendment to the Removal Section of a "grandfather"

clause allowing most existing roof, pole,. projecting and upper
level signs to remain for ten years with the provision that any
change in use, ownership or text will require the signs to be
brought into conformity with the revised ordinance.
The City Attorney has expressed a preference for redrafting
certain portions of the proposed ordinances to be sure the. word-
ing is satisfactory from a legal standpoint.
Recommendation
It is respectfully recommended that,the City Council act favorably
upon the proposed revision by requesting the City Attorney tb
prepare the necessary ordinance and California Environmental
Quality Act requirements and return it for Council approval.
