Copies of the Building, Fire, and .Planning Depart- ment reports are attached for your review and files, This matter has been reviewed extensively with the City Attorney, and we are satisfied that existing local legislation would not affect the current operation of the club. The deficiencies noted in the inspection reports are minor in nature and are in the process of correction at the present time. The City Attorney and this office believe that the existinb lease J between the City and the previous operator of the club (for a portion of the beach area and for a concession stand} has been terminated pursuant to the terms of the agreement, It is the intention of the administration and the legal staff to assume control of the property subject to the former lease and to bring legal action, if necessary, to effectuate such assumption of control. We are satisfied that legal action will be necessary and that the City Council should discuss this matter with the legal staff in a personnel session as provided for maintaining the attorney-claent relationship. ~, ./ OTT, City ivianager PS/ cc c. c. Storrs, Director of Planning SUBJECT: Synanon The attached report made by B. W. King, Zoning Inspector, covering the inspection of the former Del Mar Clutr by representatives of the Planning Department, Building Department and Fire Department is self explanatory. My conclusion upon reading this report, and after considerable discussion, is that there is no evidence at this time of any zoning violation inasmuch as the "therapy" appears to consist of nothing more than insulting conversation which could, after all, occur anywhere. Wohlers, Fise Marshal SUBJECT: Inspection Synanon, 1910 Ocean Front, Santa Monica On July 28, 1967 an inspection was made by Bill Trude, Bill King and myself. We were escorted by Tom Hudson, Assistant to the Manager, and Nate Post, of Synanon. The following items were noted: Attic area: Remove and safely dispose of combustible waste. 6th Floor: Repair 1'~" interior wet standpipe hose (2 places). 5th Floor: Repair 1'~" interior wet standpipe hose (1 place). 4th Floor: Post fire escape sign (directional on balcony). Provide proper outlet for toaster and coffeee maker in maid's room. All extinguishers to be reserviced during the month of August by a licensed person. Check ail dry standpipe valves for operation on each floor. All exits shall terminate on a street or public way. The gate on southwest corner shall be made operational from the inside. Main floor: All drapes and curtains shall be of flame retardant material. Repair door from dining room to west side exit. Basement: General clean up of combustible material. PAUL G.
