A study of problems relating to the rehabilitation
of the Santa Monica Yacht Harbor has been made by a special
committee appointed by the Recreation Commission of which
Mr. Elmer r'rerking is chairman. The results of the committee°s
study have been incorporated into the following recommendation
which has bean approved by the Recreation Commission and which
covers a two-phase rehabilitation program for the Santa bioniea
Yacht Harbor:
"These following suggestions do not. comprehensively cover all the
harbor problems. In our opinion they era the only immediate
improvements that can be undertaken. The pier is completely
utilized by commercial interests, which precludesany change
there. Future wings could be added for more public landings
and fishing areas. This is an extensive undertaking which
should be considered only after cheaper and simpler improvements
era made.
PHASE A
The main item of reconstruction is of course the recapping of
the breakwater. Failure to do this will result in the loss of
practically all the harbor revenue. This revenue is from the
commercial people who cannot continue operating unless something
is done to protect their investment. The harbor needs the
commercial income and those interests need the barber. Each
supports the other. But - lose one, and you lose the other.
Recapping the breakwater should be done by setting aside a firm
percentage of the gross revenue of the harbor. The entire gross
income should be allocated temporarily to this fund, we recommend
that this be done by a city council ordinance to guarantee its
fulfillment. It may be a discouraging picture at this time of
rising costs and tax loads but it is £ar from an impossible task.
The necessary financial potential is available. All we need do
is to demonstrate our intention to make our harbor really a good
one.

This is ably proved in reviewing the last ten years income and
expenses of the harbor. In the 1940 to 1950 period the gross
income was over three hundred thousand dollars ($300,000.00).
The net profit was over one hundred twenty seven thousand dollars
0 127,000.00). Add to this the personal property tax return to
the city and city school districts of over w~4,280.b0 per year
or over ten years a return of X42,000.00. Of these large snms
only eight thousand dollars were diverted to capital improvements.
This shows that a total of approximately x$162,000.00 was taken
from the harbor and used in the general tax fund. I£ only a
small yearly proportion of this money had been alloeated'to
yearly maintenance and repair of the breakwater it would not be
practically useless today. Everything put to use by man needs
care and maintenance. In this case, even rocks. The builders
of the breakwater sated that it would need recapping after a
tyro year settling period. This was .not done at what would have
been a small expense at that time. As time went on, one rock
would become dislodged and not replaced. This left the.
neighboring rocks unsupported and soon they fell away. This
"chain reaction" was allowed entirely through negligence and
disregard of the public's mandate by the city administration of
the time.
PFIASE B
Another phase of the rehabilitation of the harbor, independent of
the recapping of the breakwater is one to attract the small boat
sailors back to Santa Monica., In years past we had tine finest
group of sailors on the entire coast. The nucleus of this group
is still made up of enthasiastie sailors who need only a little
encouragement to reestablish Santa Monica as the "hot spot" of
small boat sailing. Sf only the most limited facilities are
offered there are four racing groups and approximately fifty active
sailors and boats ready to go.
The following plan vaas developed by these groups who are advancing
it for the betterment of the individual sailor, skiff fisherman,
water skier-and paddleboard or canoe users, The plan and its cost,

as far as can be estimated at this time, are outlined in the
accompanying drawing and in the following outline.
This plan could be put into effect in 5 steps:
1. A road to the water alongside the pier estimated at ~l$00.00
(This has already been approved
2. Extension of this road to the dredged launching area
about 100 yards north of the pier 1300,00
(Steps 1 and 2 provide for the launching of dinghies,.
centerboard sailboats and small power boats.)
3• Addition of a paved and fenced storage area .5$00,00
~. Addition of a roofed storage area 7!+00.00
(Step ¢ provides undercover storage of boats)
5, Addition of a bulkhead and crane at the launching area,
in addition to the sloping beach.
(Step 5 provides for .launching boats with keels and
facilitates the launching of the larger classes of
small power and sailboats.)

Sf the city cannot finance the entire plan at one time, it can. be
put into effeot a step at a time but frankly, we can see no reason
to delay putting the entire program into effect. After all, why
delay program so obviously in the best interests of the city and
its resider_ts? "
The Commission respectfully suggests that the foregoing
recommendation receive favorable action by your Honorable Eody.
