S'c7r33EC^a: Request for Appropriation- Hand Bails
The Building Officer, at the request of the City Attorney,
has checked the staff drays at the iQain Library to see if the
handrails thereon comply with Building Code requirements.
Attached is a copy of the Building Officeras report, indicating
that handrails are required at both ends and at the third
points of the tvao steps from the landing at the south end of
the reading room to the main floor. The City Attorney states
that these railings should be installed as soon as possible
to protect the City from future liability in fall and accident
cases.
I have >net vrith a representative of the Cochran-Izant Co.,
i~ietal Fabricators, the railing sub-contractors on the Library
project, wno installed the anodiWed aluminum "Blum-craft"
railings. T:~eir quotatior.for furnishing and installing the
two end rails (vthich would be continuations of the existing
rail), and the two intermediate rails, complete, is $1,027.00.
Attached is a print shovring the details of the proposed railing
construction.
It is recommended that the City Council be requested to
appropriate X1,027.00 to finance this installation.

SUBJECT: Handrails - i~iain Library
At the request of Robert Cockins, City Attorney, a reinspection
was made of the handrails on the stairs to the Children's
Reading Room aqd the handrails on the pair of stairs serving
the balconies,7located at the south end of the reading room.
Tne handrails ova the stairs to the Children°s Reading Room
appear in compl}once with the Coda.
`1'he stairs from the balcony are O.K. except there are no
handrails on the two lower risers from the bottom landing
to the main reading room floor. To comply with the Building
Code handrails are required at each end and intermediate
rails not more than 88 inches apart. Two intermediate rails
at third points would comply.
sir. Cockins indicated these rails should be installed as soon
as possible to protect the City from future liability in fall
and accident cases.
