A review of the Capital Improvement Fund program indicates the 1961-62 allocations are firm commitments that could not be revised without seriously affecting planned projects,;-:rinci- pally the Transportation Department's new facilities. In the following years, the only items of outlay are the fiuditorium bond service and the new library. Therefore, it does not appear at this time that funds for the new library could be programed or. an earlier date. As presently programed, a contract for actual construction can be awarded on 1Jfay I, 1964. Based on this date, the following schedule has been prepared: Er_gage Architect Jan. i5, 1963 Architect present preliminary plans to City Council for approval Sept. 15, 1963 Architect complete working drawings and specifications Feb. I5, 1964 Advertise for bids March 1, 1964 Open bids April 15, 1964 Award Contract Nlay 1, 1964 Street Construction May 20, 1964 Complete Construction Aug. 20, 1964 -z- The Librarian has asked that the Architect be given 8 months for completion of the preliminary plans in order to allow ample time for her to review said plans and make investi- gation and studies of other libraries. The above schedule pravides such time and allows an additional 5 months for preparation of working drawings and specifications.
