A11 bidders were instructed to submit an alter- nate bid for the installation of the seats for the basement auditorium. mhe lora bidder, Parr Contracting Company, did not subir,it an alternate bid for this item. In the "Recommendation of Award of Contract" prepared by this office, dated January 13, 1964, the following ;paragraph was included; "Alternate 2, seats for the basement auditorium, is a necessary item. Bids received from the bidders indicate that this iter„ should cost betti~reen X8,000 and ~g,000, A change order can be issued during construction to provide fo-r this item." The Contractor has been requested to furnish us with a cost for furnishing and installing American Seating Company Seats, as specified in the specifications .f or the Library, In com- pliance with this request, the Contractor submitted a price of X8,737.47 for a change order as follows; 210 seats @ X36,18 each $7,597.80 15q Overhead and Profit ,,,,,,,,,,,,,, 1,138.67 Total Amount for Seats ............... X8,737.47 It is the opinion of this office that the X1,139.67 overhead and profit the Contractor i.s requesting is uncalled for, since American Seating Company furnishes and installs the seats complete in place, and the Contractor has no Yvork to perform, Therefore, it is reeornrnended 'chat approval be granted to issue a Purchase Order directly to the American Seating Company in the amount of x(,597.80, waiving the requirement of calling for bids, for the following reasons: September 23, 196~+ Page 2 Subject: New P%tain Library Basement Auditorium Seats - `sdaive Call for Bids, 1. American Seating Company seats are the seats that were specified in the Specifications for the Library. 2. The Librarian and the Color Consultant have selected a color, fabric, etc. that is supplied in the American Seating Company seat. 3. Shaw, Purchasing Agent ,_ Seating for Main Library Auditorium ~ _ I have discussed the ~ ~" F°`'"' `~'° purchase of seats for the new main Library Auditorium with the City Engineer and it is my recommendation that the City Council authorize the issuance of a Purchase Order direct to American Seating Gompany in the amount of $7,587.80 for 210 seats, including delivery, installation and taxes. These seats were originally included in the call for bids for the construction of the library as an alternate item and the City Engineer may issue a change order for the installation, however there is no obliga- tion to the contractor on this item, therefore we should not pay the higher cost for these seats.
