SUBJECT: Time Table for Construction of New Niain Library
As construction funds are presently programmed, Niay i, 19b4, is the earliest
date on which a contract for actual construction can be awarded. Based on this
date, the following schedule has been prepared:

The Librarian has asked that the architect be given eight months for completion
of the preliminary plans in order to allow amgle time for her to review said plans
and make investigation and studies of other libraries. The above schedule provides
such time and allows an additional five months for preparation of working draw-
ings and specifications.
The City Controller has informed me that funds are notiv available for contracting
for all required engineering services. By soliciting for proposals now, it would
be possible to engage an engineering firm so that they could start the planning
phase of their work by July 1, thereby allowing lA months for planning plus 5
months for preparation of working drawings.

Honorable mayor and members of the city council;
I understand that an effort is being made
to propose another location for the main library site
than the one most carefully eel®eted by the library
board, the city council and the city administration a
few years ago at Sixth and Santa Monica Boulevard.
Tha merchants and property owners in the
vicinity of the Sixth and Santa Monica Boulevard lo-
cation have accepted this looation as the one upon
which the main library was to be built, This location
w~,s chosen for max-y reasoas.These reasons include th®
central to eat ion of the sit®; being practically equi-
distant between the northerly and southerly limits of
the city, aocessibility to public transportation, walk-
ing distance from the downtthwn business area and its
favorable relationship with the city+s branch libraries.
The new site which I understand is under con-
sideration is the site which was acquired for needed auto
parking in the civic center area. The council would do well
to rember that a portion of this property was acquired by
condemning a private club as necessary for perking purposes
in connection with the use of the auditorium and not for
the building of a library.
I hope that the city council will go ahead to

build the main library as planned on the site acquired
for that purpose and which was the unanimous choice of
the library board, the eity council and the administra-
tion at the time. str~tion
The city has a library system and an a
oP that system of which our eitizens are vary proud. I
would humbly suggest that the eity council talk this
matter over with the librarian, Library board and friends
of the library befoae abandoning a most suitable loc~.tion
for our main library facilities.
