Introduction
This report requests City Council to approve the assessment diagram and to
hold a public hearing on the confirmation of assessments and to hear any
protests concerning the installation of a high-pressure sodium street
lighting district in the area bounded by Lincoln Boulevard, Santa Monica
Freeway, Fourteenth Street and Pico Boulevard (excluding Eleventh. Street).
Background
The. City Clerk. set a public hearing for November 24, 19$1, to hear protests
and confirm assessments on the. street lighting district hounded 6y Lincoln
Boulevard, Santa Monica Freeway, Fourteenth. Street and Pico Boulevard
(excluding Eleventh. StreetJ. The street lighting work %s now completed and
the assessment has. been fi,7ed with the Ciay Clerk., It is now necessary to
approve. the assessment diagram and to hold the public hearing to hear protests
regarding the work. and the correctness of the assessment.
Recommendation
It i recommended the. Ciay Council;
1) Open. the public hearing,
2} Close. the. public hearing and overrule. any protests; and
3J Adopt the.. resolution approving the assessment diagram and
eonf%rmi:ng the assessments,

Street, Santa Monica, California.
The owners, contractors or its assigns, and all other persons interested
in the assessment, feeling aggrieved by any act or detexmination of the
Superintendent of Streets or who claims that work has :not been performed
according to the contract in a good or substantial manner or who claim
that any portion of the work was omitted or illegally included in the
contract or having or making any objection to the correc~cne=, of the
assessment or diagram or other act, determination or proce<ding of the
Superintendent of Streets, shall prior to November 24, 1981, briefly state
in writing the ground of the objection, appeal or protest. ti-ry objection,
appeal or protest not made at the time in the manner hereinabove provided
shall be deemed to be waived voluntarily by any person who might have
made such appeal, protest ar objection and such person shall be deemed to
have consented to the proposed assessment and any other matter on which
objection, protest or appeal could be made.
The total assessment to be paid by the property owners is $116,680.x5 (the
City will pay half of any residential assessment as its share). Since
records available indicate you own the above property, your share of the
cost is shown aknve. If you do not own this property, please notify this

I, Stanley E. Scholl, as Street Superintendent of said City, do hereby certify that
that certain contract, entered into by and betvaeen Paul Gardner Corporation
as contractor and Stanley E. Scholl as Street Superintendent, and Charles
Kent McClain as City Manager, of said City, on the 8th day of January, 1981,
far construction of street lichting and appurtenant wrork in the area bounded
by Lincoln Boulevard, Santa P~tonica Freeway, Fourteenth Street and Pica
Boulevard (excluding Eleventh Street), all within said City, has been fulfilled
and performed to my satisfaction, that I have accepted the ~aork contracted
for, and that I have estimated upon all lets, portions of lots and parcels of
land within the. assessment district described in said Resolution of Intention
and shown upon the diagram here :o att.ched, prepared by the City Engineer,
the benefits arising from the work pert~~med under said contract and to be
