Recommended Action
Staff recommends that the City Council:
1) Authorize the City Manager to accept a no match grant in the amount of $2,029 from
the University of California Berkeley, Safe Transportation Research and Education
Center ih support of the "Next Generation -Click It or Ticket 2010-2011."
2) Authorize budgetary changes as outlined in the Financial Impacts & Budget Action
section of this report.
Executive Summary
To support the City's efforts to increase seat belt usage statewide, the Police
Department secured a no match grant in the amount of $2,029 from the University of
California Berkeley, Safe Transportation Research and Education Center. The funds
will be used to operate two seat belt enforcement campaigns on November 15-28, 2010
and May 23-June 5, 2011. Operations will be conducted on an overtime basis; grant
funds will pay for overtime expenses only. Enforcement strategies are designed to earn
media attention thus enhancing seat belt law compliance.
Discussion
The ',Office of Traffic Safety (OTS), through the National Highway Traffic Safety
Administration (NHTSA), is funding the "Next Generation Click It or Ticket" campaign

through mini-grants. The University of California Berkeley Traffic Safety Center (TSC)*
will administer and coordinate the mini-grants for OTS and the receiving agencies.
OTS made the grant awards on a competitive basis. OTS evaluated proposals using
several criteria, including performance on previous grants and the value of the funding
requested. OTS awarded funding to local law enforcement agencies which collectively
represent at least 50 percent of a state's population or serve geographic subdivisions
that account for at least 50 percent of the state's unbelted fatal vehicle occupants.
For the City of Santa Monica, the grant will enhance the Police Department's efforts to
address and further reduce the 700 plus injury and fatal collisions which occur in Santa
Monica each year. This grant will also provide assistance in the general improvement of
traffic safety within the City of Santa Monica by proactively enforcing traffic laws. The
two enforcement campaigns for the "Next Generation -Click It or Ticket 2010-2011" are
necessary to enhance specific efforts to address seat belt compliance and to further the
increased use of seat belts by motorists by staffing additional officers on an overtime
basis.
Click It or Ticket will start with a highly publicized seat belt enforcement mobilization on
November 15-28, 2010 and a second mobilization on May 23-June 5, 2011. The grant
will be used to fund operations that promote nighttime seatbelt use and as per the grant,
Santa Monica will conduct at least one nighttime enforcement operation in each
mobilization period. In addition, Santa Monica will conduct intensified monthly
enforcement efforts during both daytime and nighttime hours.
Grant funds will be used to cover overtime costs associated with the operational and
administrative tasks associated with the two enforcement campaigns.
Financial Impacts & Budget Action
The following FY2010-11 budget changes will be necessary:
