Marathon Participants. Recommended Action Staff recommends that the City Council adopt the- attached resolution authorizing overnight parking in South Beach Lots 4 & 5 on the night of March 19, 2011 for L.A. Marathon participants who pre-purchase passes. Executive Summary The 2011 Los Angeles "Stadium to the Sea" Marathon will be held on Sunday, March 20, 2011 with an estimated 25,000 participants plus their families and spectators. The race ends on Ocean Avenue with post-race activities and family reunion area currently planned in the North Civic Center Lot on the former RAND property. On that day, parking will be challenging and, based on the experience with the 2010 Marathon, staff has developed an operations and parking scheme which will provide limited guaranteed parking for approximately 5,000 race. participants while preserving the remainder of the parking for marathon spectators, family members and others coming to the City that day. Santa Monica Municipal Code Section 3.04.030 allows. Council to adopt a resolution authorizing overnight parking in the beach lots for regional events when in the best interest of the City. Increased cost for staffing the south beach lots overnight would be recovered by increased revenue. Background On September 22, 2009, Council adopted changes to the Community Races Ordinance relating to marathons and the commercial use of the beach lot for the post race activities. On February 9, 2010, Council adopted changes to the Santa Monica Municipal Code that allow for overnight parking at beach lots for attendees of a regional event, provided Council adopts a resolution determining that allowing the overnight parking furthers the interest of the City. In 2010, 1,473 Marathon participants parked in the south beach lots, generating revenue of $22,095 with expenditures of $1,860. This effort allowed downtown 1 structures to be available for others coming to Santa Monica that day. As a result, downtown structures never reached capacity during the 2010 Marathon. Discussion The 2011 Los Angeles Marathon will occur on Sunday, March 20, 2011 and will conclude on Ocean Avenue in Santa Monica. The Marathon historically attracts approximately 25,000 participants plus spectators, volunteers and family members. Participants will arrive between 2:00 a.m. and 6:00 a.m. and will be bused to Dodger Stadium, the race starting line. Staff anticipates utilizing a parking plan similar to 2010 with the Civic Center and South Beach Lots used as presale locations for race participants due to the ability to focus staffing at limited locations and the need for extra equipment to provide bar coded online tickets. South beach lots 4 and 5 are the only beach locations that were identified as presale locations due to their size and location. Staff will work with the race organizers to identify additional private parking locations throughout Santa Monica for participants, spectators and volunteers. North beach lot 1 will be kept available for daytime visitors. In order to allow for the presale of parking in south beach lots 4 and 5 for this regional event, it is necessary for Council to adopt the attached resolution. Financial Impacts & Budget Actions There are no budget or financial impacts as a result of adopting the resolution. Costs for enhanced operations by the City's parking contractor, Central Parking, to support the event at all locations are estimated at $10,500 and are included within the existing contractual authority.
