As the attached communication indicates, Century Federal
Savings and Loan has declined to change its original offer
which was rejected by the City Council at the last meeting.
Barring instructions to the contrary, we will proceed at
once to issue a califor bids, restricting the use of the prop-
erty to substantially the use proposed by Century Federal.
