The Recreation and Parks Commission met in regular session on Thursday, May 17,
1979. A public hearing was held regarding the matter of establishing an
official foot race route for marathon and 10 kilometer races held within the
City of Santa Monica. The following action was taken by the Commission:
Commissioner Naylor moved to approve the routes as set
forth by the Department of Recreation and Parks and; also,
provide for the establishment of a bid period to receive
application for social service sponsored running races,
to subsequently be reviewed and decided upon by the
Recreation and Parks Commission. The motion was seconded
by Commissioner Durst and carried unanimously.

SUBJECT: Official 10 Kilometer Foot Race Routes
Introduction
This report concerns the establishment of official routes to run ten kilometer
races and marathon races and transmits a resolution for consideration.
Background
The staff has received several requests to run ten kilometer (_10 K) races in the
City of Santa Monica. It is, therefore, necessary to establish official. routes to
enable the staff to establish standard costs connected with the races and to control
the location and number of events in order to minimize the effect on residents.
The Recreation and Parks Department has conducted one 10 K race and one marathon
annually. Both have been connected with the Sports and Arts Festival. The
popularity of runnir;g requires the splitting of the dates of these races. The
10 K will be run in the spring; the marathon in August in conjunction with the
Sports and Arts Festival.
The routes of the .proposed courses are attached. Both routes have been officially
certified by the Amateur Athletic Union. It would be very difficult to change the
marathon route and maintain the proper distance (26 miles, 385 yards). The 10 K
(6.2 miles) could be modified. They are recommended because of their iocation and
distance from each other. With the sites alternated, the residents affected would
not be disturbed as often.
On race days parking is restricted cn the race routes, with tow-aways, for
the duration of the race, Notice is given to the residents by restricted parking

signs being posted 24 hours in advance of the event.

Staff recommends that the total number of 10 K races be held to four annually;
one for the City, one for the Social Services which were supported by the City
prior to Proposition 13, and two other on a first come first serve basis. Staff
also recommends that there be only one marathon, that which is conducted by the
City.
The estimated costs incurred by the City for the policing, signing and other
controls is $2,250 for 10 K races
This should be payable in advance by the
participating sponsor of the race.
Council will have the opportunity to wave the advance payment of the fee and
grant alternate routes upon appeal to the Council by the applicant,
Alternatives
1. Council may approve the proposed foot race routes as shown on the attached
maps. Limit the number to four 10 K race dates and one marathon race date.
Establish the Recreation and Parks Commission as the reviewing body to award
races to applicants for the 10 K race dates. Establish fee payment prior
to race.
2. Council may desire not to restrict the number of races, but establish the
Recreation and Parks Commission as the review body, establish the recommend
foot race routes, and establish fee payment prior to race.
3. Council may disapprove all recommended foot race routes and allow applicants
to establish their own routes. with the costs covered through a fee permit
prior to the .race, This would require individual evaluations of each route
to determine City costs,

4. Council may restrict the number of 10 K foot races to four, allow the
applicants to determine their own race routes, establish the Recreation
and Parks Commission as the reviewing agency to award dates to applying
organizations and require fee payment prior to the race.
Recommendation
Staff recommends that Council approve alternative no. 1, approving the foot race
routes as shown on the attached maps, limit the number to four 10 kilometer (10 K)
race dates and one marathon race date. Establish the Recreation and Parks
Commission as the reviewing body to award the available dates, and to establish a
policy that fee payments be made prior to the race.
