Elks Lodge, No. 906, Flag Day Parade on June 14, 1978
Introduction
MAY 2 3 1976
This report transmits information to City Council regarding a request
for an alternate parade route. and waiver of costs for the Santa Monica
El}:s Lodge, No. 906, Flag Day Parade to be held on Wednesday, June 14,
1978 £rom 11:00 a.m. to 12:00 noon.
Background
Section 4241, of the Santa Monica Municipal Code, as amended, provides
that parade requests for parade. routes other than the official parade
route may be authorized by resolution by the City Council.
The official parade route is Ocean Avenue between the northwest City
limits and Colorado Avenue.
Mr. John F. Dawson of the Santa Monica Elks Lodge, No. 906, is requesting
that the parade begin at the intersection of Seventh Street and Wilshire
Boulevard, proceed west on Wilshire to Ocean, and then south on Ocean to
Colorado.
The Elks also are requesting the use of a reviewing stand.
Costs
If the requested route was authorized by City Council, costs would be:

If the official parade route was utilized, costs would be:

In addition, approximately $1,000 of beach parking lot revenue may be lost
due. to the use of the. 2600 parking lot as the parade disbanding area.
Mr. Dawson is also requesting that the City absorb all costs of the
parade. Usually, those organizations who hold parades reimburse the City
for the costs.
Time of the Parade
The parade would occur during a period of intense traffic in the Downtown
area. Thus, Staff believes that utilization of the requested route-would

cause much traffic congestion in the business district.

Alternatives
1. Authorize the Elks to use the requested parade route and have the
City absorb all costs.
2. Authorize the Elks to use the requested parade route and have the Elks
reimburse the City for all costs.
3. Allow the Elks to use the official parade. route. and have the City absorb
all costs.
4. Allow the Elks to use the official parade route and have the Elks re-
imburse the City for all costs.
Recommendation
It is recommended that the City Council adopt Alternative No. 4 and allow
the Santa D7onica Elks Lodge,. No. 906, Flag Day Parade, to use the official
parade route and have the Elks reimburse the City for all parade costs.
